What do you call a cow with no legs? The answer is "ground
beef." As many of you may know, this summer Chicago had great cow art along with bad
cow jokes roaming its streets. I took this picture to remind everyone in the Excess
Surplus Lines & Reinsurance Committee to register for the July 2000 New York /
London Annual Meeting Program. Our committee is planning a two part mock trial program
which will have part one of the trial take place in a New York Federal District Court,
with the severed part of the dispute being resolved in a court in London. Michael
Knoerzer, our chair-elect, is working on that program which will focus on e-commerce
insurance issues. Not only should you attend because of the timely and informative program
that our committee will be putting on but there will be other great TIPS programs as well.
Additionally, our committee is co-sponsoring a program on life
reinsurance issues at the New York Annual Meeting. Our Committee, along with International
Tort and Insurance Law and Practice, Public Regulation of Insurance Law, Life Insurance
Law, and Health and Disability Insurance Law Committees will be putting on a program about
life insurance issues. A program on life reinsurance issues is long over due as most
reinsurance programs have focused on P&C reinsurance issues. All reinsurance attorneys
should plan on attending that program.
COMMITTEE NEWS
Mid-Year Business Meeting
The ESLR committee will be holding its mid-year business meeting at the
Eighth Annual Insurance Coverage Litigation Committee Midyear meeting in San Diego,
California, February 24-26, 2000. You should have received your registration forms for
this meeting which will feature a program sponsored by our committee on the
attorney-client privilege for insurance and reinsurance professionals. Moreover, our
newsletter editor, David Anderson, will also be presenting at this program. ESLR
will hold its midyear business meeting on Saturday morning, February 26, 2000. We will
discuss current and upcoming projects of the committee.
Regional Meetings
Save the date of May 18-20, 2000 as the ESLR
committee, once again, will be co-sponsoring the ARIAS-US Spring Conference
at the Ritz Carlton in Palm Beach, Florida. Larry Schiffer is serving as the ESLR
co-chair along with Tom Orr from General Re, who is serving as ARIAS-US co-chair
for the program. If you are asking why you should attend this conference, not only will
there be a great program, but if you have ever asked the question, "where can I find
an arbitrator," this is the conference to attend. Not only will you meet experienced
and qualified reinsurance arbitrators, but you will also learn how arbitration proceedings
can and should work.
Our committee also encourages regional meetings. We are planning two
for Chicago in the Spring, one on reinsurance contract wording and another on electronic
commerce in the insurance industry. These are generally half-day seminars co-sponsored
with another local organization such as bar associations or industry groups. If you are
interested in putting on a regional meeting, please feel free to contact me or the TIPS
Regional Meetings Coordinator, who is ESLR's past chair, Tom Downey.
Surplus Lines Publication
Last, if you have not already ordered your copy, the Third Edition of
the Annotations to Surplus Lines Statutes is available through the TIPS bookstore. It
contains a full 50-state review of the surplus lines laws and regulations and includes
chapters on financial requirements for approval, coverage eligibility, filing and tax
requirements and policy insurance requirements. You will not be able to find this
information in a single source from any other publication. It will save you hours and
hours of research and is a valuable tool to all attorneys working with surplus lines
insurers.
In that regard, our committee continues to work on this very important
project. Bob Ferm of Hall & Evans in Denver will lead the surplus lines
annotation project into the fourth edition. If you can help Bob with this project, please

I look forward to seeing you at the ESLR midyear business meeting in
San Diego.
