By the time you read this article, the ESLR List Serve -- eslrcom -- will have nearly 100
members. Now, all we have to do is use it! Send a message to eslrcom@abanet.org if you
know of a recent case, or a statutory or regulatory development concerning reinsurance,
excess or surplus lines insurance. Send a message if you have a committee programing or
publication idea. Use it to ask about committee projects or practices. Just use it!
The membership of ESLR includes many attorneys who need to locate statutory and regulatory
information concerning insurance and reinsurance. Where can you find this information on
the Net? Let's explore and see what information is out there in cyberspace.
A great place to start your search for insurance regulatory information is at the NAIC's
terrific web site: www.naic.org. At the NAIC site you will find a state map that points
you to state insurance information throughout the country. Another site with similar
information is Insure.Com's state insurance gateway: http://www.insure.com/states/index.html.
The Hieros Gamos web site also has a long list of insurance related links: http://www.hg.org/insure.html. Finding insurance
laws is easy using Cornell's list of insurance laws: http://www.law.cornell.edu/topics/state_statutes.html#insurance.
Of course, you shouldn't forget our own ESLR links at: http://www.abanet.org/tips/hotlist.html
or the TIPS links at http://www.abanet.org/tips/sites.html.
Many insurance departments are now coming on to the Web with there own sites. One of the
newest is the New York Insurance Department web site -- http://www.ins.state.ny.us/nyins.htm#TOP.
The New York Department is chocked full of useful information for counsel advising excess,
surplus lines, and reinsurance companies. For example, Department circular letters are
being loaded onto the site: http://www.ins.state.ny.us/circindx.htm.
There is a link to the New York Insurance Laws: http://assembly.state.ny.us/cgi-bin/claws?law=52,
and plans to put the Insurance Regulations up on the site as well. Other examples of
useful state insurance department sites include: California: http://www.insurance.ca.gov/; Illinois: http://www.state.il.us/ins/default.htm;
and Louisiana: http://wwwldi.ldi.state.la.us/index.htm.
What about foreign information, especially Bermuda and the United Kingdom? You can find
the Bermuda Monetary Authority at http://www.bma.bm and
the Department of Trade and Industry at http://www.dti.gov.uk.
For those looking for the Federal Arbitration Act, you can find it at http://www.law.
vill.edu/vls/student_home/courses/civpro/faa1.htm (for article II, change faa1 to
faa2).
These are just some of the resources available to you on the Internet. As always, make
sure that what you find is accurate. There are bogus sites out there on the Web and you
always have to verify your research. If you have questions about insurance-based web sites
