ABA Legal Technology Resource Center

Annotated Guide to Technology Resources for Nonprofits and Legal Associations
General Technology Resources

Legal Associations

ABA Division for Bar Services
The ABA Division for Bar Services serves as the primary communications link between the ABA and other bar associations; provides staff support and/or liaison for key bar-related organizations; provides education, training and management support services for bar leaders; and serves as a liaison and coordinating agency for ABA services to bar associations. Aside from being the most useful spot on the Web for general bar association information, it offers a smattering of publications that address technology issues, including the 2001 Bar Leadership Institute (BLI) Handbook and Issues Update 2000. Although last published in 1997, The State and Local Bar Association Computer Information Survey contains useful information from over 100 state and local bars on computer hardware and software use, staffing and other issues related to technology.

ABA Standing Committee on Pro Bono and Public Service
The ABA’s Standing Committee on Pro Bono and Public Service and its project, the Center for Pro Bono, provide pro bono resources. Through the Peer Consulting Project, the Center makes available the expertise of experienced volunteer consultants who provide telephone and on-site consulting to pro bono programs, state planning groups, in-house corporate legal departments, government attorney offices, judges, minority bar associations and law schools regarding pro bono initiatives. Technical assistance is available on the topics of program operations (i.e., recruiting, training, fundraising, use of technology, advice and referral), as well as planning efforts (i.e., priority-setting, collaboration with other community providers) and identifying new resources for meeting unmet legal needs.

ABA Standing Committee on the Delivery of Legal Services
The ABA Committee charged with improving the delivery of legal services to the public, especially those of moderate income. A good place to roam, since affordable legal services delivery is invariably tied to technology these days, especially Web-based resources that either aid self-representation or provide a leaner (and cheaper) menu of legal services. The Pro Se and Unbundling Resource Center provides a bibliography of resources on the issues involved in self-representation and unbundled legal services, and includes the first chapter of Unbundling Legal Services: A Guide to Delivering Legal Services a la Carte. It’s also home to the ABA project dedicated to developing standards for the operations of telephone hotlines that provide legal advice and information. Finally, don’t miss the Technological Innovations section--the lone article, titled "Improving the Delivery of Affordable Legal Services Through the Internet: A Blueprint for the Shift to a Digital Paradigm," is written by William Hornsby, Staff Counsel to the Committee, and well worth the trip. Use the extensive list of links at the end of the article as a launching pad to sites that represent different models for delivering legal services.

Equal Justice Network
The Equal Justice Network is an on-line meeting place, information source, and connection mechanism for lawyers and other advocates involved in efforts to provide civil legal assistance to low-income people. It is sponsored by the Project for the Future of Equal Justice, a joint venture of the National Legal Aid and Defender Association and the Center for Law and Social Policy. Its content-rich Technology section is a recommended starting point for resources on technology and legal services. One of the site’s highlights is a series of eighteen papers presented at the "Technology and the Future of Legal Services Conference," held at the Airlie House in Warrenton, Virginia Sept 16-17, 1998. A unique feature of the site is the way technology information is presented in a legal services context, often accompanied by links to legal organizations that have implemented the relevant technology. For example, a treatment of Web-based training includes links to the conferencing systems used, as well as a PowerPoint presentation that accompanied the training at one of the sites. Don’t miss this one.

Management Information Exchange--Management Information Exchange Journal
The Management Information Exchange is committed to promoting a full and free exchange of ideas, techniques, and philosophies on the management of legal services and pro bono programs. Three times per year it publishes the Management Information Exchange Journal, containing articles, features, interviews, symposia, book reviews and more. The Journal Index from 1986 through 2000 may be viewed online, and the MIE plans to make it available as a web-searchable database in the future. Subscribers may access all full on-line versions of articles where available, but the site is worth a look for non-subscribers, as well. The teaser content, comprised of tables of contents and a selection of sample articles from current and past issues, may convince you to take the plunge and subscribe. Articles from past issues (and available only to subscribers) include "Technology and the Future of Legal Services," (Summer 2000); "Technology Tools for Collaboration and Training" (Spring 2000); "Flexibility in Case Management Software" (Fall 1999); and "Ten Easy Steps to a Legal Services Website" (November 1997).

National Center for Poverty Law--Clearinghouse Review
The National Center for Poverty Law publishes the Clearinghouse Review, containing articles of interest to poverty law practitioners. Articles are available in full-text electronic format and organized by subject matter and year. Although a subscription is necessary for articles published since January 1998, the site contains many useful articles on technology issues related to legal services organizations.

Nonprofits

American Society of Association Executives (ASAE)--Technology Section
The American Society of Association Executives (ASAE) describes itself as "the association of associations," dedicating itself to advancing the value of voluntary associations to society and supporting the professionalism of the individuals who lead them. ASAE has over 25,000 individual members managing leading trade, professional, and philanthropic associations, and has more than a dozen professional interest sections, including a Technology section. As opposed to delivering technical information, the Technology section is designed to help association professionals and those interested in the industry to network and find the organizations that are best able to provide such information. Online resources available to non-members include the full text of the section’s newsletter, TechnoScope, which contains short and to-the-point articles on topics impacting association technology. Issues are available since 1995, and recent articles include "Virtual Private Networks" and "Custom 404 Messages"--both published in the May 2001 issue.

Cruise to the Educational Programs and Meetings section for a listing of technology-related events, such as the popular Management and Technology Conference and Exposition. And for shorter programs, peruse the Knowledge Networks section, which lists shorter-length educational and networking sessions that help members answer the questions, "what works and how do I do it?" Recent or upcoming topics include "Online Advocacy for Local, State and National Policy Issues," "Serving Global Members via the Internet," and for the hands-on, "Systems Security." Many programs are accessible via audioconference, and cassette tapes and course materials are generally available for purchase.

Finally, check out the Publications section to order technology-related books and reports.
