America's war on drugs, illegal immigration, and other community policing concerns have spawned the hideous practice of "Racial Profiling." Panelists will discuss the effects of racial profiling and suggest ways in which law enforcement, the legal community, and the community in general can address the disparate and discriminatory treatment of minorities resulting from racial profiling.

Religious Freedom and Land Use Regulation

Like a multi-car pile-up in the fog, recently enacted federal law-the Land Use Religious Freedom and Institutionalized Persons Act of 2000-First Amendment protections for religious activities, historic preservation, and local government regulation of land use are in collision. This session will attempt to identify the conflicts inherent in our federal system arising out of the inconsistent objectives between religious freedom and good land-use regulation.

Chicago: "Make Big Plans, Aim High in Hope"

This presentation will analyze current planning proposals and historic preservation for one of the most exciting urban areas in the world. The AIA Guide to Chicago has described the city as a "Golden Funnel," initially for its merchants' ability to exploit the city's site as a link between agricultural products and their markets and, subsequently, for its role as a center for corporate headquarters, transportation, and the service economy. A large and important part of Chicago's success has been in its shaping-not only because of the structuring and restructuring of its street system in planning for future development but also because of its skyscrapers and its ability to preserve the city's heritage. This program will include leading lawyers and planners involved with the current efforts to develop and preserve.

Regulatory Takings After Palazzolo:
The Supreme Court Speaks

This program will explore the ramifications of Palazzolo v. Rhode Island, in which the U.S. Supreme Court put in play some of the most fundamental questions in regulatory takings law. Issues that may arise include whether claims are categorically barred by regulations predating the owner's purchase, what is required to "ripen" a claim, and the relationship between market value and economically viable use in determining whether a regulation is a taking.

There shall be an Executive Committee of the Council, consisting of the Chair, Chair-Elect, Vice Chair, the Secretary, the Budget Officer, and the Communications Director, Section Delegate(s) and Immediate Past Chair. The Executive Committee shall have such powers and duties as the Council may delegate to it or as may be provided in the Bylaws.
