In keeping with our continuing emphasis on this topic, this link will take you to the actual on-line text of the statute. For those who either are not in an office with a library and/or do not have the federal statutes in that library, or if you are traveling with only your laptop or blackberry with which to do some quick research on this law, this is the link you need.

Department of the Treasury Blocked Persons List

This link takes you to the ALTA's primary page dealing with the US Treasury Department restrictions and provisions dealing with the Office of Foreign Assets Control (OFAC). The US Government has prohibited, among others, attorneys from representing certain foreign persons (individuals and entities). This editor believes it may well become a "best practice" in the near future for attorneys to check this list before accepting almost any engagement.

Specially Designated Nationals And Blocked Persons

This is the link to OFAC's list of prohibited persons. Please note that it is a large .pdf file (81 pages on 3/10/03).

Executive Order 13224

This link is on the website for Stewart Title Company. It allows anyone to search OFAC's database of prohibited persons. The connecting reference on Stewart Title's Web Page is to Executive Order 13224 issued by President Bush on September 23, 2001 (the text of which is provided on this link), with an additional link to the OFAC database and the related search function.
