Rule of Law Initiative Programs - Turkmenistan

Gender Issues

Social Advocates Program

Mock Trial Summer Camp.

With support from the US Department of State's Bureau for Democracy, Human Rights and Labor (USDOS/DRL), the ABA is undertaking a program to train non-lawyer social advocates on the legal mechanisms available to assist victims of violence.  The program is based on a manual first developed in the Russian Federation in 2004 and adapted to the Turkmen context in 2006, and focuses on building the capacity of professionals from diverse backgrounds to provide better services to victims of violence.

For more information, contact Frank Hespe, Country Director.

Legal Education Reform

Through its USAID-supported public legal education program, the ABA seeks to bolster the public's legal literacy.  Activities include weekly street law sessions for young people that offer an opportunity to learn about the law, and the basic principles of democracy and human rights.

Legal Profession Reform

The ABA works with local organizations and partners in Turkmenistan to increase the knowledge and capacity of legal professionals providing targeted services and assistance to residents of rural areas, as well as to the population as a whole.

  • With support from the National Endowment for Democracy, the ABA promotes access to legal services in the rural areas of Turkmenistan in cooperation with a local organization. Turkmen lawyers offer consultations and assistance to indigent clients on a pro bono basis as well as provide public legal education seminars to communities each month.
  • In cooperation with Counterpart International and with the support of USAID, the ABA works to build the capacity of community-based lawyers and community leaders to provide targeted legal assistance and services to the population of rural regions in the country.
