ABA ROLI Publishes Assessments of the Moldovan Legal System

On December 22, 2009, the ABA Rule of Law Initiative (ABA ROLI) presented the findings of its Judicial Reform Index (JRI), Prosecutorial Reform Index (PRI) and Legal Profession Reform Index (LPRI) assessments for the Republic of Moldova. These reports—introduced to the public in a press conference at the Leogrand Hotel in Chisinau—analyze how much the Moldovan legal system conforms to international standards, assess legal reforms and identify the system’s strengths and weaknesses. Human Rights Roundtable in Moldova

On November 24, Moldovan human rights association Promo-LEX, an ABA Rule of Law Initiative (ABA ROLI) partner, hosted a roundtable on the state of human rights in the country. While the roundtable discussed the 2007–2009 human rights situation, Promo-LEX also presented a report of the 2007–2008 human rights condition, which was published with ABA ROLI’s support. ABA ROLI Trains Moldovan Judicial Trainers

From December 2–4, Judge Judith Chirlin, recently retired Los Angeles County Superior Court judge and member of the ABA Rule of Law Initiative (ABA ROLI) board, conducted a three-day workshop on identifying and adapting new teaching techniques and designing an effective judicial course. The training was held at the Moldovan National Institute of Justice (NIJ) in Chisinau. More than 20 judicial trainers, including Constitutional Court Judge Valeria Sterbet, NIJ Director Eugenia Fistican and Moldovan State University law professors, participated. Read more »»

Moldovan Judges, Prosecutors and Defense Attorneys Trained on Pre-Trial Detention Laws and Standards

From October 21—22, the ABA Rule of Law Initiative (ABA ROLI) in Moldova, in cooperation with the U.S. Embassy resident legal adviser and the National Institute of Justice (NIJ), organized two day-long trainings on local pretrial detention laws and associated international standards. Read more »»

Gender Issues

ABA Rule of Law Initiative published and launched the CEDAW Assessment Tool Report for Moldova and took part in a wide range of activities to publicize it. The report measured the degree to which Moldova's laws promote and protect the rights of women, as required by the United Nations Convention on the Elimination of all Forms of Discrimination against Women (CEDAW), and the degree to which women are accorded these rights in practice. Read more »»

Background

The Europe and Eurasia Division of the ABA Rule of Law Initiative, founded in 1990 as ABA-CEELI (Initiative), launched its program in Moldova in 1993 with the placement of a rule of law liaison in the capital, Chisinau. The Initiative began its Criminal Law Reform Program in Moldova in 1999.

The Initiative helped to establish key NGOs that have enhanced the skills of Moldova's legal professionals and increased the scope and quality of justice available to the public. Its Rule of Law program has supported student legal clinics, a Traveling Lawyers program and specialized pro bono legal services.  The Initiative also utilizes a variety of methods, including brochures and public education programs, to increase the public's legal literacy. It is active in gender programming and conducts legal assessments and commentaries.
