The ABA Rule of Law Initiative is a public service project of the American Bar Association dedicated to promoting rule of law around the world. The ABA Rule of Law Initiative believes that rule of law promotion is the most effective long-term antidote to the pressing problems facing the world community today, including poverty, economic stagnation, and conflict.

NGO Workshop Helps Solidify a Chinese Environmental Advocate’s Vision
Zhou Xiang is the director of Green Anhui, a non-governmental organization (NGO) that has improved environmental protection in China’s Anhui Province by documenting illegal dumping, gathering citizen grievances, organizing petitions, providing environmental education and engaging in policy advocacy. To further his efforts, he has long wanted to develop a manual to help citizens respond to environmental disasters. Despite his belief that the manual was needed, Zhou had postponed development believing that he would need to partner with other advocates and groups to create the most useful publication. Thanks to a workshop co-sponsored by the ABA Rule of Law Initiative (ABA ROLI) and the China Association for NGO Cooperation (CANGO), Zhou was able to transform the manual development idea into a reality.
