BE IT RESOLVED, That the American Bar Association urges the President of the United States to appoint a commission of distinguished persons from various walks of life to study the decline in voter participation in the electoral process and to make appropriate recommendations, such study to culminate in a White House conference on the subject of declining voter participation; and
BE IT FURTHER RESOLVED, That the American Bar Association support the
enactment of legislation that encourages voter participation, eliminates mechanical barriers to voting and provides for fair redistricting pursuant to the 1980 census without regard to partisan advantage; andBE IT FURTHER RESOLVED, That state and local bar associations be urged to support and join with the American Bar Association in this program to improve and enhance voter participation.
