After City of Chicago v. Morales, Fall 1999 National Online Youth Summit (American Bar Association Division for Public Education)

After City of Chicago v. Morales: If Youth "Hang Out" on the Street, Are They Breaking the Law?

How should we reconcile these needs -- in venues such as neighborhoods, malls, and urban centers -- with the First Amendment's guarantee of freedom of association?
