Bio: Jo-Anne Chasnow
Jo-Anne Chasnow is the Executive Director of Human SERVE, a national,
nonpartisan voter registration organization established in 1983 to promote the idea that
offering citizens the opportunity to register to vote in a variety of government agencies
could lead to universal voter registration. Founded by sociologist Richard Cloward and
political scientist Frances Fox Piven, Human SERVE was instrumental in launching or
strengthening state programs to register voters at driving license bureaus even before the
passage of the National Voter Registration Act of 1993 (NVRA). After NVRA was passed,
Human SERVE developed a definitive implementation manual, provided technical assistance
and expertise, and evaluated methods for voter registration in public agencies.
Jo-Anne Chasnow was the director of the New Jersey Human SERVE before
becoming the national director in 1986. She led Human SERVEs
Enfranchise America project to mobilize agencies that
offer social services to offer voter registration to the people
they serve. She works closely with Secretaries of State and State
Elections Directors natiowide. She played a key role in the design
and implementation of state motor voter programs in 12 of the
first program in the country. She has been an organizer for more
that 18 years in tenants rights, labor, and health care
access.
