Lt. Governor Job Descriptions
Executive Lt. Governor
The Executive Lt. Governor is the second ranking officer of the Circuit. Should the Circuit Governor not be able to fulfill his duties, the Executive Lt. Governor assumes primary responsibility.
- Serves as a liaison between the 4th Circuit Governor and Lt. Governors.
- Provides project coordination support to the 4th Circuit Governor including, coaching assistance and oversees the progress and completion of Lt. Governor projects and assignments.
Legislation and Government Affairs
The Lt. Governor of Legislation and Governmental Affairs is responsible for working with the 4th Circuit Governor to:
- Achieve the Division’s legislative agenda
- Coordinate local lobbying efforts including the ABA grassroots efforts within the 4th Circuit.
Marketing and Publications
The Lt. Governor of Marketing and Publications is responsible for working with the 4th Circuit Governor to:
- Responsible for gathering information from the 4th Circuit from the 4th Circuit Governor and by doing self research of current 4th Circuit activities, news, etc.
- Responsible for producing weekly and/or electronic newsletter that will be posted on the 4th Circuit website and will be e-mailed to all students in the 4th Circuit.
- Responsible for regular communication with the Student Lawyer for updates, news, and information from the 4th Circuit.
- Journalism and publication skills and experience is desired.
Membership and ABA Representatives
The Lt. Governor of Membership and ABA Representatives is responsible for:
- Increasing membership and promoting ABA Law Student Division member benefits within the Circuit.
- Reaching out to first year law student to cultivate a strong ABA and Law Student Division relationship from the start of law school.
- Seeking out creative and innovative ways to encourage first year students to take advantage of the ABA's invaluable benefits ( i.e. seminars, workshops, luncheons) and promotes attendance at the ABA Annual Meeting.
- Maintaining and developing circuit membership programs, plans, and activities for promoting Division programs, activities and national competitions through regular communications with Circuit ABA Representatives.
- Working in cooperation with each State Coordinator and the Lt. Governor of SBA Presidents to recommend and prepare Circuit membership initiatives and activities for membership campaigns for use by reps in an effort to encourage, motivate and support ABA Representatives in their activities.
- Maintaining regular communication with each of the Circuit’s ABA Representatives, monitor their activities and programs, provide coaching and support systems to those in need, and report any concerns or difficulties to the Circuit Governor.
- Securing and updating the election/appointment results and contact information for ABA Representatives at each of the Circuit’s ABA-approved law schools on a continuous basis.
Mental Health
The Lt. Governor of Mental Health is responsible for:
- Reaching out to the leaders at each law school in the circuit to discuss the implementation of a Law Student Mental Health Initiative on their campus.
- If a law school has a similar program addressing Law Student Mental Health, this person should ask for a description of the program including how it is set up and managed, and should immediately transmit the summary to the Circuit Governor for submission to the Division’s Chair.
- Familiarizing yourself with the ABA Commission on Lawyer Assistance Programs for valuable resources available to law students in need to refer any interested students or groups to the ABA for more information on the law student mental health issues.
- Serve as a law student mental health coach, mentor and consultant for independently school-sponsored activities as called upon by student organizations at ABA-approved law schools within the Circuit.
- Coordinating efforts and working closely with the Executive, Legislative & Governmental Affairs, North Carolina, South Carolina, Virginia, West Virginia, and Student Bar Associations Lt. Governors.
State Coordinators
State Coordinators serve as the liaison between each of the 4th Circuit, Division and the law schools in their state to:
- Establish a Circuit presence and relationship with school leaders within their assigned state.
- Work with the Circuit Governor, Lt. Governor for Membership and Lt. Governor for SBA Presidents to coordinate targeted membership recruitment and retention programs at the law schools in their assigned state.
- Develop creative methods and initiatives to foster a stronger law student/law school community within that state and ultimately create a sturdy foundation that will bridge students at those law schools with the Circuit and the Division.
- Must be a North Carolina law student
- Serves as a liaison between the 4th Circuit Governor and the law students in the state of North Carolina.
- Responsible for communication between all law students in North Carolina
- Must be a South Carolina law student
- Serves as a liaison between the 4th Circuit Governor and the law students in the state of South Carolina.
- Responsible for communication between all law students in South Carolina.
- Must be a Virginia law student (excluding George Mason School of Law which resides in the Division's 11th Circuit).
- Serves as a liaison between the 4th Circuit Governor and the law students in the state of Virginia.
- Responsible for communication between all law students in Virginia.
- Must be a West Virginia law student.
- Serves as a liaison between the 4th Circuit Governor and the law students in the state of West Virginia.
- Responsible for communication between all law students in West Virginia.
Student Bar Associations
The Lt. Governor for Student Bar Association is responsible for working with the Circuit Governor to plan and coordinate resources and information for the SBA President as follows:
- Maintaining regular communication with each of the Circuit’s SBA Presidents, monitoring their activities and programs, providing coaching and support systems to those in need, and ensuring the proper dissemination of publicity and reporting for SBA events and activities at each of the Circuit’s ABA-approved law schools.
- Serving as a liaison between the SBA organizations, the Circuit and the Division by encouraging inactive schools to establish a presence in the ABA Law Student Division.
- Securing and updating the election results and contact information for the SBA Presidents at each of the Circuit’s ABA-approved law schools on a continuous basis.
- SBA experience desirable.

Roles and Responsibilities
Specific roles and responsibilities of Lt. Governors may be adjusted throughout the year depending upon the unique needs of the members within the 4th circuit. It is at the Circuit Governor’s discretion to determine the official responsibilities and limitations of duties of each Lt Governor. No Lt. Governor should act on behalf of the Law Student Division or the Circuit without prior consultation with the Circuit Governor.
- Circuit Governors may also assign additional duties to Lt. Governors at any time during their term as necessary based on the circumstances facing the circuit or Division at that time.
- Periodically, activity reports are requested by the Circuit Governor and Lt. Governors should establish a method of maintaining archive records of activities within the circuit for future reference.
- All Lt. Governors should be prepared to write an article for the Circuit newsletter and at least one article for the Student Lawyer magazine.

Depending upon the needs of the law students within a given circuit, each Circuit Governor appoints five to six Lt. Governors to assist with the administration of the circuit.
