The New Jersey Highlands Water Protection and Planning Act

On August 10, 2004, Governor McGreevy of signed into law the Highlands Water
Protection and Planning Act (N.J.S.A.13-20 et seq.), enacted by the New Jersey
legislature after very limited hearings and an accelerated and secretive legislative
process that gave very little opportunity for any public review or input. The
entire legislative consideration took place over less than three months, from
introduction on March 29 to enactment on June 17. For a law that affects over
1250 square miles (or 17 percent of the entire state), seven counties and 88
municipalities, outreach to the public was curtailed almost to nothing.
