VOCALS was established in 1982 as an unincorporated joint venture of the Pulaski County Bar Association and Central Arkansas Legal Services, Inc. (CALS). Members of the Pulaski County Bar Association are entitled to become members of VOCALS either by agreeing to accept three pro bono cases a year on referral from CALS or by making an annual donation of $250 to the organization. The funds raised through the membership donations are used to support the general operation of CALS. While this program is not statewide, it covers most of the state's counties.
