The Legal Aid Society's Civil Division sponsors a Community Development Project (CDP). CDP fosters economic development throughout Upper Manhattan. CDP advises more than 100 non-profit and small business clients on negotiating and structuring commercial leases, loans and title closings, licensing and regulatory compliance, and a multitude of other transactional legal services. Volunteer attorneys augment CDP staff efforts on these cases. In addition The Legal Aid Society assists existing low-income tenant co-operatives that were badly capitalized and financed when established and now face tax foreclosure. The Legal Aid Society has also established a Housing Development Unit (HDU) in its Civil Division. The HDU assists in the rehabilitation of Upper Manhattan's deteriorated and neglected tenement housing stock. Last year, the HDU represented 120 tenant associations.
