One on One Assistance to Reservists
Currently, any active duty personnel and their families with income below 125% of the federal poverty level can qualify for free one-on-one pro bono assistance with civil legal problems. Additional services will be developed should the need arise.
Other Military Mobilization Activities

The Cobb County Bar Association's military assistance committee will attempt to provide pro bono assistance regardless of the area of law involved. Because the committee consists of forty volunteer lawyers, it anticipates that it will be able to accommodate most requests for assistance.

Special Circumstances of Volunteer Enrollment
On October 10, 2001, the Board of Trustees of the Cobb County Bar Association, Inc. approved the formation of a special committee of volunteers to provide pro bono assistance to members of the Reserve and National Guard who reside in Cobb County, Georgia, or who are members of units located in Cobb County, as well as their families, in legal matters related to call-ups and deployments resulting from September 11, as well as in cases where the reservists or guards personnel reasonably anticipate imminent call up or deployment. The military assistance committee consists of forty volunteer attorneys with a wide range of experience in most areas of practice. The committee is in the process of developing a training program for its volunteers which will cover SSCRA, USERRA, reservists' benefits and other areas of law. The training program will incorporate the use of the ABA's videotape package for continuing legal education on these subjects.

Training for Attorneys Who Volunteer
The military assistance committee is in the process of developing a training program for its volunteers which will cover SSCRA, USERRA, reservists' benefits, and other areas of law. In addition, the committee has designated one of its members to keep track of these issues and serve as a resource for other volunteer members who may need assistance concerning these issues.

One on One Assistance to Reservists
Members of the Kansas Bar Association have been asked to donate their services to provide a simple will or durable power of attorney for members of the Reserves or National Guard who are called to active duty status. Those who qualify can simply contact an attorney in their home town. If that attorney can't provide the services, he or she has been asked to refer the Reservist or Guardsman to another attorney. As a last resort, Jan Kuckelman at the KBA office will find a volunteer.

Cooley's Service to Soldiers: Legal Assistance referral Program offers free legal assistance to military personnel returning from deployment. This unique program offers consultations right at reserve centers and other military locations during drills or military events, and it is the only civilian program in Michigan specifically designed to assist with the immediate needs of military personnel returning from deployment.

The Oregon State Bar is recruiting attorneys to provide legal assistance on the SSCRA and a number of areas of law, including family law, estate planning, bankruptcy, real estate, landlord/tenant, employment law and more. Trained volunteers will serve on a Military Assistance Panel to provide legal assistance to military personnel and their families.
The Military Assistance Panel is open to the dependants of actively deployed military personnel.
The Oregon Military Department and Oregon Department of Justice will conduct a training session that will focus on the Soldiers' and Sailors' Civil Relief Act. Training materials will include information about consumer law issues commonly faced by the families of active-duty troops. The Oregon State Bar plans to make the training session available on tape for attorneys who want to participate but cannot attend the training session. Volunteers may also opt for training through the ABA's Operation Enduring LAMP program.

Family members of deployed and mobilizing military personnel are eligible for the same services through the Military Assistance Program, regardless of income.
All volunteer attorneys must be licensed to practice in Pennsylvania and carry legal malpractice insurance.
Through the Military Assistance Program, volunteer attorneys provide free legal assistance, regardless of the income of the service man or woman. Areas of law include SSCRA, USERRA, SGLI, wills and estate planning, debtor/creditor, employment, consumer, housing, domestic, immigration and taxes. In addition to the above telephone number, clients may call a special toll free number: 877/302-3588.

Ongoing recruiting via Web and collaboration with other bar entities to enhance foundation list of volunteers. Should existing sources of legal assistance subsequently prove inadequate, upon receipt of requests for experienced and qualified pro bono attorneys, VSB will then heighten recruitment effort through special outreach to any or all of the following stand-by resources: select VSB sections, law firms, and voluntary bar associations.
Please contact VSB Access to Legal Services (804/775-0522) regarding specific needs you think should be addressed by legal clinics. It is possible that resources are already in place.
VSB has capacity to verify bar membership status of volunteers and to recruit for expertise in specific substantive areas, as needs arise.
VSB has existing turn-key capacity to work with nonprofit legal services providers; law firms; and other entities to identify foreign language speaking volunteer attorneys and paralegals.
Should need arise for additional training on USERRA, SSCRA, and relevant Trusts and Estate issues, VSB will work, respectively, with the Volunteer Ombudsmen of the "Virginia Committee for Employer Support of the Guard and Reserve" and with Military Law Section members to schedule CLEs for the private bar in appropriate locations.
VSB anticipates that reservists will make their own arrangements for the emergency winding down of practices. However, its Web "Mobilization Recruitment Form" for pro bono attorneys does list assistance to reservists as a potential service option for volunteers.
