V. JURY ISSUES

States should implement the use of multiple source lists for juror identification to ensure a diverse jury pool that accurately represents the community. In addition to voter registration rolls, states should use driver's license and ID card information, utility service lists and other community databases of information.

ACTION STEPS

V(a)

Expand the juror pool through the use of motor vehicle license lists, unemployment and welfare rolls, and income tax filers.

 

V(b)

In areas with significant Native American populations look to tribal governments to provide additional names of people to include in the jury pool.

 

V(c)

Develop public awareness programs on the importance of jury duty geared towards minority communities.

 

V(d)

Conduct a study on the lack of representation of minorities on grand juries.

 

V(e) Encourage the use of second grand juries (the first investigates, the second indicts) as a means to bring more diversity into this important part of the system.
