Judge James A. Wynn, Jr. (“Jim”) is a 15-year judge with service on the North Carolina Supreme Court and Court of Appeals. President Clinton twice nominated him to serve on the United States Court of Appeals for the 4th Circuit.

In the American Bar Association (ABA), he served as Chair of the Appellate Judge
Conference (AJC) and on the Standing Committee on Judicial Independence. Currently, he is Vice-Chair of the Judicial Division and of the Appellate Judge Education Institute, and is the AJC’s representative in the House of Delegates.

In the National Conference of Commissioners on Uniform State Laws, he serves on the Executive Board. He is a member of the American Law Institute, and sits on the Boards of Directors for the American Judicature Society and for the Justice at Stake Campaign.

Active in the United States Navy reserves, Judge Wynn is the Commanding Officer of the Navy Reserve Judiciary Unit which includes all of the Navy’s trial and appellate reserve judges. Certified as a military trial judge, he holds the rank of Captain (O-6).

A leader on judicial independence issues, Judge Wynn writes and speaks nationally on issues affecting the judiciary. He worked for the enactment of the North Carolina Judicial Reform Act which made North Carolina judicial elections non-partisan, and implemented judicial public financing. He chaired the ABA Task Force on Judicial Campaign Speech and serves on the Joint Commission to Evaluate the ABA Model Code of Judicial Conduct.

Honored by Marquette University School of Law as the “2003 Hallows Scholar”, the university as-a-whole recognized him in 2004 with its highest alumni award – the “All University Alumni Merit Award.”

Judge Wynn is married to the former Jacqueline Rollins and has three sons – Javius, Conlan and Jaeander.
