The genesis of this publication, now in its seventh edition, can be found in the 1938 Report of the Section of Judicial Administration to the American Bar Association's House of Delegates. The report contained a collection of committee papers that the authors hoped would provide a "comprehensive and practical program for the reform of the procedure of our courts." The first report addressed seven major areas: judicial administration, pre-trial procedure, trial practice, trial by jury and the selection of jurors, evidence, appellate practice, and administrative agencies and tribunals. The new edition begins by reexamining our perceptions about where the courts are headed. The book turns its attention to a series of articles that discuss how courts have gradually evolved from "a collection of courts" to self-governing branches of government capable of administering their own affairs.
