National Conference of the Administrative Law Judiciary logo

Hon. R. Bryan McDanielWelcome to the National Conference of the Administrative Law Judiciary (NCALJ) website.  We are one of the six Conferences of the American Bar Association (ABA) Judicial Division (JD) and serve as a national voice of the administrative law judiciary.  NCALJ works closely with the other Conferences of the JD and other ABA sections to improve all facets of federal, state, and local administrative adjudication. NCALJ also works closely with outside organizations, including the National Association of Administrative Law Judiciary, the Association of Administrative Law Judges, the Canadian Council of Administrative Tribunals, and the National Judicial College.

I am honored to serve as the 2009-2010 Chair of NCALJ.  Considering our Strategic Plan, our accomplishments over the past few years, and the current interests voiced by members and colleagues, NCALJ will focus on the following major goals for this year:

  • Exploring creative ways to augment our membership, such as developing new discount dues initiatives especially designed for the Administrative Judiciary; 
  • Improving planning and communication within our Conference by making the Strategic Plan more of a vital document in our work and by enhancing NCALJ’s website and providing orientation and information for keeping abreast of NCALJ, JD, and ABA By-Laws, policies, procedures, and resolutions.
  • Promoting a better understanding of administrative adjudication and the role of the administrative judiciary by other judges, attorneys and the public.  This can be accomplished through educational programs, networking with colleagues, and promoting the study of adjudication and the role administrative adjudicators play in federal, state, and local government;
  • Enhancing our liaisons with related ABA sections and other organizations of the Administrative Law Judiciary;
  • Improving our leadership’s reliance on the new budget process and account formats it has adopted to carefully monitor income and expenses.

NCALJ Judicial Fellow

Right arrow The National Highway Traffic Safety Administration sponsors two American Bar Association Fellows, representing the National Conference of the Administrative Law Judiciary and the National Conference of Specialized Court Judges. The fellows will serve as teachers, writers, community outreach activists, consultants, liaisons, reporters and spokespersons. Their goal is to improve the delivery of justice and improve highway and pedestrian safety through education, collegiality, communication and community outreach activities. Who We Are

The National Conference of the Administrative Law Judiciary (NCALJ) is comprised of both federal and state administrative law judges, board of contract appeals judges and hearing officers and other administrative adjudicators within the federal, state and local executive branch of government.

Our Mission

NCALJ's mission is to enhance the status and competence of the administrative judiciary and to promote the quality, efficiency and delivery of justice through the operation of the administrative justice system. It concentrates its efforts on improving the administrative judiciary at all levels of government by quickly and effectively responding to crucial issues affecting all administrative law judges. Serving as the national voice of the administrative judiciary, NCALJ strives to be the most reliable, respected, balanced and unbiased source for making recommendations on behalf of the administrative judiciary in all areas of concern, including judicial independence, professionalism, procedures, management, education, selection, tenure, compensation and public understanding of judicial functions within the executive branch of government. NCALJ has played a leading role in defining, supporting and maintaining the independence of the administrative judiciary. It strives to develop programs and address issues in an effort to achieve greater efficiency, procedural uniformity and economic stability for everyone involved with this specialized government sector.
