National Conference of the Administrative Law Judiciary

Hon. Richard GoodwinThe National Conference of the Administrative Law Judiciary (NCALJ), one of the six Conferences of the American Bar Association (ABA) Judicial Division (JD), serves as the voice of the administrative judiciary within the ABA. NCALJ works closely with the other Conferences of the JD and as well as the ABA Section of Administrative Law and Regulatory Practice to improve all facets of state and federal administrative adjudication. NCALJ also works closely with outside organizations, including the National Association of Administrative Law Judiciary (NAALJ), the Association of Administrative Law Judges (AALJ), the Canadian Council of Administrative Tribunals (CCAT), and the National Judicial College (NJC).

This year NCALJ looks forward to building on recent accomplishments by continuing to: encourage Conference membership; create efficient access to Conference information; and produce valuable programs for members. We hope that you will join us for the 2009 Midyear Meeting (Boston, MA) and the 2009 Annual Meeting (Chicago, IL) at which excellent programs will be held.

NCALJ is made better by the investment and participation of its members. I hope you will join us this year to make NCALJ the best it can be. Thank you in advance to our Judicial Division staff and everyone who will help us achieve our goals.

Enjoy Complimentary Section Membership in TIPS!

As an active judge in the ABA Judicial Division, the Tort Trial and Insurance Practice Section (TIPS) would like to offer you free membership in the Section.  TIPS addresses the issues that are important to you, such as fair and impartial courts and judicial pay restoration. TIPS is also one of the most trusted sources of knowledge and leadership on critical issues of justice and the legislative and regulatory laws that affect the tort and insurance practice areas.

This one year complimentary section membership is available to Judges who are Lawyer Members of the ABA and not currently TIPS members. You may enroll in one complimentary section during the ABA Membership year. Your complimentary membership in TIPS will end at the end of the ABA Membership year, August 31st, 2010. At that time, your TIPS membership will automatically renew and you will be billed for the 2010-2011 Section dues. If you choose not to renew, simply cancel the Section when you send back your invoice, or call 1.800.285.2221.

Right arrow The NCALJ Nominating Committee is charged with making and reporting one nomination for each Conference office that will not be filled by automatic succession and four members of the Executive Committee to succeed those individuals whose terms will expire at the Annual Meeting. Right arrow Mediation for Administrative Law Judges Program: The National Conference of the Administrative Law Judiciary is co-sponsoring the National Judicial College 2009 Mediation for Administrative Law Judges program. This highly interactive course will equip administrative law judges with the skills necessary to be effective mediators and to become certified in states that require a 40-hour education program for certification. NCALJ Judicial Fellow

Right arrow The National Highway Traffic Safety Administration sponsors two American Bar Association Fellows, representing the National Conference of the Administrative Law Judiciary and the National Conference of Specialized Court Judges. The fellows will serve as teachers, writers, community outreach activists, consultants, liaisons, reporters and spokespersons. Their goal is to improve the delivery of justice and improve highway and pedestrian safety through education, collegiality, communication and community outreach activities. The National Conference of the Administrative Law Judiciary (NCALJ) is comprised of both federal and state administrative law judges, board of contract appeals judges and hearing officers and other administrative adjudicators within the federal, state and local executive branch of government.

Our Mission

NCALJ's mission is to enhance the status and competence of the administrative judiciary and to promote the quality, efficiency and delivery of justice through the operation of the administrative justice system. It concentrates its efforts on improving the administrative judiciary at all levels of government by quickly and effectively responding to crucial issues affecting all administrative law judges. Serving as the national voice of the administrative judiciary, NCALJ strives to be the most reliable, respected, balanced and unbiased source for making recommendations on behalf of the administrative judiciary in all areas of concern, including judicial independence, professionalism, procedures, management, education, selection, tenure, compensation and public understanding of judicial functions within the executive branch of government. NCALJ has played a leading role in defining, supporting and maintaining the independence of the administrative judiciary. It strives to develop programs and address issues in an effort to achieve greater efficiency, procedural uniformity and economic stability for everyone involved with this specialized government sector.
