The new Medicare law makes major changes
to the landscape for employer-sponsored health plans. For
active employees, it introduces health savings accounts (HSAs)
effective January 1, 2004, which are similar to Archer MSAs,
but with improvements that will make HSAs a major market force.
Guidance on HSAs is expected prior to year end and, Kevin
Knopf, a key player in the development of the guidance will
provide answers and insights. For retirees, Medicare adds
new Part D prescription drug coverage in 2006. Part D and
a tax-free subsidy for employers with retiree prescription
coverage, however, can have an immediate impact on company
financials, making early understanding especially critical.
A Capitol Hill expert will help unravel just what Congress
intends.
Topics Include:
- The ABCs of HSAs and what the December guidance
reveals
- HSA design opportunities, including HSAs in cafeteria
plans
- HSAs v. HRAs v. FSAs
|
- How the employer subsidy works and coordinating
with Medicare Part D
- The impact of general Medicare reform on employer
health plans
- Bill dropouts, e.g., Erie County relief
