International Law, World Class!  That’s our Section in a nutshell and that's the best way to sum up our programming and speakers at our upcoming Fall Meeting, just days from now.  The optional pre-meeting modules at Oxford University and in Dublin and in Brussels begin this weekend.  And, with a record registration already drawing from more than forty-four countries, the core event in London promises to be our largest Fall Meeting ever.  As a London lawyer, I am especially pleased by this record turn-out, and I look forward to welcoming you personally to my adopted home.  Just remember to pack your umbrella!

We’ll open the Fall Meeting with a keynote address by the Lord Chief Justice of England and Wales, the Rt Hon Lord Phillips, on the impact of terrorism on the rule of law followed by the Master of the Rolls, the Rt Hon Sir Anthony Clarke, speaking on the importance, both internationally and domestically, of the civil justice system.  We are very pleased that ABA President Bill Neukom will also be joining us to welcome our attendees.  President Rosalyn Higgins of the International Court of Justice has also now confirmed her participation, and the Section will be presenting her with the Louis B Sohn Award for Public International Law at our Friday luncheon. 
Our Continuing Legal Education (CLE) programming at this meeting is truly not to be missed—there is something for every international law practitioner and scholar. With offerings arranged in eight substantive tracks, our CLEs cover a wide range of topics from Islamic finance to China’s WTO compliance to the legal and political tensions when the security of the state is pitted against human rights.  For the first time, we have included a track of programming dedicated to themes of particular interest to young lawyers, including a showcase program on work/lifestyle balance.  We’ve also planned some great networking (and fun) evening events.  The opening Gala Reception at The Grosvenor House Hotel is free to all Fall Meeting participants, so it will be a great chance to make new friends and renew old acquaintances.  On Thursday night, our Reception and Dinner will take place at Middle Temple, a very special venue, and finally on Friday night we conclude our festivities at stately Lancaster House.

ON THE POLICY FRONT

The Section Council will be meeting on Saturday, October 6 in conjunction with the Fall Meeting.  The policy discussions promise to be lively with issues like International Criminal Court membership, immigration, international human rights and U.S. Patent and Trademark Office practice rules on the agenda.  The Council will also receive updates on recent implementation efforts on current policies: Law of the Sea and ratification of amendments and protocols to the United Nations Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons which may be deemed to be excessively injurious or to have indiscriminate effects.  The Council meeting, at which we will also introduce a number of distinguished guests attending the Fall Meeting, is open to all.

Aileen Pisciotta has joined Executive Counsel, a “virtual” Virginia law firm.   Executive Counsel is a group of former in-house General Counsels providing outside GC-level advice to corporate clients.   Aileen has also started a separate venture called Jaguar Development Finance to provide financial advisory services to companies seeking development bank financing for private sector projects in emerging markets. 

Congratulations to Glenn Hendrix, Section Vice Chair, who was recently named Managing Partner of Arnall Golden Gregory.

ABA International Technical Assistance

The Section is working with the U.S. Department of Commerce and the Coalition Against Counterfeiting and Piracy on an International Intellectual Property Rights (IPR) Advisory Program that allows American small and medium size enterprises (SMEs) to receive a free, one-hour consultation with an experienced volunteer attorney regarding the protection of its intellectual property rights (IPR) in Brazil, Russia, India, China, Egypt, or Thailand. The program will assist SMEs in the protection of their intellectual property rights, such as trademarks, patents, or copyrights, and to advise them on what to do with any concrete problems that have arisen. The Transnational Legal Practice Task Force is now the Transnational Legal Practice Committee (TLPC) to be housed in the Legal Practice Division.  The TLPC reviews the various policy and practical issues affecting global cross-border legal practice.  With respect to "inbound" services, TLPC focuses on efforts to encourage the States of the United States to adopt the ABA Model Rule on the Licensing of Foreign Legal Consultants.  Although the Conference of Chief Justices has now endorsed this principle, continued efforts with state bars and courts are required to assure universal adoption. In addition, alternative methods to facilitate the ability of foreign lawyers to offer and perform legal services in the United States are studied, including the prerequisites required of foreign lawyers to take U.S. state bar examinations and the mutual recognition of foreign qualification.  The TLPC also reviews the rights of foreign lawyers to enter and remain in the United States for both temporary and long term practice-related activities.  With respect to "outbound" services, the Committee studies ways in which foreign jurisdictions deal with United States lawyers who wish to offer and provide legal services in foreign countries..  It coordinates and cooperates with foreign bar entities, such as the Council of Bars and Law Societies of the European Union (CCBE) and the Australian Law Council, in considering ways in which U.S. lawyers may enter foreign countries temporarily or for longer periods, be employed by or employ local lawyers in foreign countries or enter into partnership or other professional associations with such  foreign lawyers. The Committee also interacts with the Office of the U.S. Trade Representative to seek appropriate commitments in the international agreements negotiated by the United States affecting cross-border legal services. The TLPC coordinates its work with the separate Section Committees for Foreign Legal Consultants (in the U.S.) and U.S. Lawyers Practicing Abroad, with the ABA-wide Task Force on International Trade in Legal Services and the ABA's Representative to the USTR/Secretary of Commerce Industry Trade Advisory Committee on Services.
