Sidney S. Welch

Sidney S. Welch is a partner with Powell Goldstein LLP’s healthcare practice in the Atlanta office. Ms. Welch specializes in representing physicians and physician groups in all legal aspects of their practices.

Ms. Welch's expertise includes advising her clients on federal and state regulatory matters including the federal Anti-Kickback Statute, Stark II, the False Claims Act, privacy and security issues under the Health Insurance Portability & Accountability Act, state self-referral laws, fee splitting and the corporate practice of medicine.

She counsels clients on structuring business relationships from a corporate and regulatory perspective. Ms. Welch advises physician clients in the negotiation of business and contractual relationships with other physicians, hospitals and third parties.

Ms. Welch also represents physicians in administrative matters, including advising physicians on Medicare and Medicaid reimbursement issues and providing representation regarding investigations, audits and appeals. Ms. Welch provides representation to physicians before the Composite Board of Medical Examiners and also represents physicians and medical staffs in credentialing matters before hospitals and insurance companies. She also drafts and advises Medical Staffs on Medical Staff Bylaws matters and represents physicians and Medical Staffs in Medical Staff proceedings. Ms. Welch works with physicians and physician groups in resolving disputes and litigation matters.

While in law school, Ms. Welch clerked with the University of Alabama-Birmingham Medical Center and the Office of General Counsel for the American Medical Association. Ms. Welch is a frequent speaker on health care issues and regularly addresses the Medical Association of Georgia, the American Medical Association, MAG Mutual Insurance Company, the Georgia Society of Ophthalmology, the Atlanta Women's Medical Alliance and Georgia Medical Group Managers Association.
