Program Overview:
In the United States, the key federal chemical control law is the Toxic Substances Control Act (TSCA). This program focuses on the emerging approach of the U.S. Environmental Protection Agency (EPA) to regulating nanoscale materials under TSCA.

This is another in a series of eight quick teleconferences (QTs) in the nanotechnology QT series. It will address some of the critical questions facing EPA, including

  • What guidance should EPA provide to nanomaterial manufacturers to help them determine whether their products are new chemicals under TSCA?
  • What regulatory alternatives are there for nanomaterials that do not qualify as new chemicals under TSCA?
  • Should EPA amend its TSCA regulations to address nanomaterials specifically?
  • What information should nanomaterial manufacturers plan to provide to EPA to help it conduct its risk assessments?
  • How can EPA conduct meaningful nanomaterial risk assessments given the limited information available on most nanomaterials?
  • What role should voluntary programs play in evolving governance strategies?
  • How does TSCA relate to international standard-setting activities for nanomaterials?

Educational Objectives:

  • Learn about the regulation of nanomaterials under TSCA.
  • Learn about general EPA regulatory policy for nanotechnology.
