Program Overview:
On January 12, 2007, President Bush signed the Magnuson-Stevens Fishery Conservation and Management Reauthorization Act of 2006 (“MSA”). The MSA was first enacted in 1976, last amended in 1996, and now is entering the third decade.

Initially the intent of the MSA was primarily to develop the American fishing industry and exclude foreign vessels from extracting our marine food resources. During the 1990’s, the MSA was amended to address the overcapitalization of the American fishing industry and implement various management plans in an attempt to rebuild depleted fish stocks. Long-term sustainability of the fish stocks has not been achieved and the 2006 reauthroization of the MSA takes on old challenges and faces new perils.

The QT conference speakers will provide insight into the legislative background and challenges of implementing the MSA reauthorization. Speakers will address the domestic and international ramifications, conservation and enforcement aspects under the Lacey Act and the MSA. Importantly, the reauthorization of the MSA is subject to the public participation provisions of the National Environmental Policy Act (NEPA), which will have significant impact on future policy decisions.
