Climate Change–A Focused Look at Leading State Initiatives

Program Overview:
In the absence, of significant federal action to address global warming pollution, a number of states are taking the lead in developing strong programs and are teaming with other states to create regional initiatives. This teleconference will provide perspectives from the leaders of several of the states that are developing the most comprehensive programs to reduce global warming pollution in all sectors of the economy and driving the transition to a clean energy economy. The teleconference will summarize key aspects of several of the most dynamic programs and provide views from state leaders on how ongoing state efforts should fit into a developing federal climate policy framework.

Educational Objectives:

  • Provide the audience with an understanding of the climate change programs in several of the leadership states from different regions of the country.
  • Discuss the role of leadership states in developing strong climate programs and in spurring regional efforts, such as the NE Regional Greenhouse Gas Initiative (RGGI), the Western Climate Initiative, and the Midwestern Regional Greenhouse Gas Reduction Accord.
  • Discuss the appropriate role of states in addressing global warming pollution, both in the absence of a federal program and how it should evolve if federal legislation is passed. Discuss issues relating to integrating state programs into comprehensive federal legislation.
