Program Overview:
On March 12, 2008, EPA lowered the primary and secondary 8-hour national ambient air quality standard (NAAQS) for ground level ozone to 75 ppb. Based on ambient ozone data from 2004-2006, EPA estimates that 345 monitored counties would violate the 2008 8-hour ozone standard. This teleconference will address the primary and secondary NAAQS, including how the standards were developed, pending challenges to the standard, the effect of the rounding convention on attaining the NAAQS, and the projected health and environmental benefits of the lowered standards.
The teleconference will also explore the implementation challenges facing the states and the impact of additional control strategies confronting industry and the public. Finally, the teleconference will briefly address the interaction between CO2 and other greenhouse gas control strategies and ozone concentrations. Speakers will provide perspectives from the industry, the environmental community, EPA, and the states.
Educational Objectives:
- Provide a detailed overview of the EPA’s development and implementation schedule for the revised 8-hour ozone standard, as well as the challenges facing state and local agencies in developing control strategies.
- Discuss compliance hurdles for strategies designed to attain and maintain the ozone NAAQS, particularly in areas with existing comprehensive ozone regulation as well as the relationship between climate change strategies and ozone levels.
- Critique the CASAC process and ultimate level of the ozone 8-hour NAAQS, including discussion of legal challenges asserted against the revised standard.
