EPA Guidance Documents

Waste Transfer Stations

On May 29, 2001 EPA issued a draft voluntary guide entitled Waste Transfer Stations: A Manual for Decision-Making (EPA 530-D-01-001). The purpose of the Manual is to promote the use of best practices in transfer station siting, design, and operation to maximize the facilities effectiveness and efficiency, while minimizing their impact on the community. EPA designed the guidance to assist residents, businesses and local governments in assessing the impacts of solid waste transfer stations. EPA invited and accepted comments on the draft guidance until August 27, 2001 and is expected to issue the guidance in final form sometime this year. 66 Fed. Reg. 29132 (May 29, 2001).

Land Disposal Restrictions

In August 2001, EPA published the guidance document Land Disposal Restrictions: Summary of Requirements. EPA Document No. EPA530-R-01-007. Given the significant changes to the Land Disposal Restrictions (LDR) program since its inception in 1986, EPA published the guidance to clarify the requirements of the program and, in an effort to reduce facility effort, explain how the LDR regulations work. The guidance is organized in question and answer format and covers topics from applicability, disposal prohibitions and treatment standards.
