EU Emissions Trading System Presentation
On October 27, 2004, the Committee sponsored a brown bag presentation by Joe Kruger, a visiting scholar at Resources for the Future, who is an expert on the emerging European Union Emissions Trading Scheme (ETS), due to enter into force in January 2005. Mr. Kruger's presentation described key milestones and aspects of the ETS, and posed questions about the ETS' design that may pose challenges going forward as it is implemented. On July 17, 2002, the Attorneys General of eleven States sent a letter to President Bush requesting that he reconsider his voluntary climate policies and to move instead toward "comprehensive regulatory action at the national level." The letter is signed by the Attorneys General of Alaska, California, Connecticut, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, and Vermont.

Experts Comment on Bush Climate Change Policy
On February 14th, President George W. Bush announced his proposed U.S. global climate change policy. Click here for an Executive Summary or the full text of the Administration's policy.

The Committee on Climate Change and Sustainable Development has asked four experts with different perspectives to comment on the Bush policy:

Kevin Fay, Executive Director of the International Climate Change Partnership, a coalition of companies and trade associations working to develop international policies on the climate change issue.

John Podesta, a Senior Fellow with the Natural Resources Defense Council and former White House Chief of Staff for President Bill Clinton.

Bill Fang, Deputy General Counsel and Climate Issue Director for the Edison Electric Institute, an association of U.S. investor-owned electric utilities, international affiliates, and industry associates worldwide. He is also a vice chair of the ABA Committee on Climate Change and Sustainable Development.

Stuart Eizenstat, Frank Loy, and David Sandalow. Mr. Eizenstat is Head of the International Department at the law firm of Covington & Burling. Mr. Loy is a member of the Board of the Pew Center for Global Climate Change and Senior Fellow at the World Wildlife Fund. Mr. Sandalow is Executive Vice President of the World Wildlife Fund. Messrs. Eizenstat, Loy, and Sandalow were the Clinton Administration's senior-most negotiators on the Kyoto Protocol.
