This Committee considers, informs and engages its members on public international environmental law, e.g., global, multilateral, regional and bilateral agreements on the environment. We address the international aspects of U.S. environmental law and, to a lesser degree, the domestic environmental legal regimes in other countries. We also address the environmental aspects of regional and multilateral trade accords and track the activities of international organizations that address environmental matters. We invite you to examine our website and look forward to your participation in the Committee.

Program Title: The Copenhagen (De)brief
Program Date: January 7, 2010
Program Description: From December 7-18, representatives from 192 countries and delegations from hundreds of observer organizations and the media will have converged on Copenhagen to determine whether and how the international community will take action to prevent climate change. The UNFCCC's Conference of the Parties no. 15 (COP15) was expected to culminate in a binding successor agreement to the Kyoto Protocol that many believed would amount to a sea change in scale and scope of international participation and effort to combat and adapt to global climate change. US domestic politics, stalled progress in bilateral negotiations among the largest emitters, and the worst recession in decades brought this expectation into question.
Join our panel of recognized climate change thought leaders from private practice, government, policy institutes, and industry for a one hour teleconference as we distill what was accomplished during those chaotic two weeks, what critical issues remain unresolved and their potential outcomes, and the impact of Copenhagen on both industry and the US political process. Each of our panelists will have attended COP15, providing the audience a unique perspective and first hand account. Time will be set aside during to the latter part of the teleconference for audience members to obtain answers to their own questions from the panelists.
Moderator Chris Costanzo, Vice Chair ABA Section of International International Environmental Law Committee
Distinguished Panel Jeff Klein, Legal Advisor Office of the Legal Advisor US Department of State (COP 15 US Negotiation Team)
David Hunter, Director, U.S. Policy International Emissions Trading Association (IETA)
Tim Profeta, Director Nicholas Institute for Environmental Policy Solutions at Duke University

The International Environmental Law Committee has long supported the Stetson University College of Law International Environmental Moot Court Competition, which is the world's largest moot devoted to global environmental challenges. Regional competitions have been or are being held in Africa, Brazil, North India, South India, Ireland, North America (California and Maryland), Southeast Asia, and Ukraine. The top two teams from each region are then invited to the International Finals, which will be held at Stetsons Gulfport, Florida, campus from March 11-14, 2010.
We encourage Committee members to consider serving as memorial (brief) or oral round judges. The 2009-2010 moot focuses on a conflict over marine seismic surveys conducted for hydrocarbon exploration and their alleged impact on beaked whales.
Memorial judges: Memorials will be available for grading after February 15, 2010, and judges will have approximately three weeks to submit their scores. As in the past, there is a word limit, and the memorials are typically 25 pages in length. Stetson will email to memorial judges a copy of the problem and eight to ten memorials to grade. It is not necessary for judges to provide any written comments, and judges will receive a grading sheet that explains the scoring process. If you wish to review the problem in advance, it is available at http://www.law.stetson.edu/tmpl/academics/bio/internal-1-sub.aspx?id=4642 ? click on "Record." If you?d like to judge memorials, please contact Prof. Brooke Bowman at bowman@law.stetson.edu.
Oral round judges: Teams compete in regional rounds and then advance to the International Finals. We are in the process of finalizing dates and locations for many of the regional rounds and will provide updates. Presently oral round judges are needed for the following rounds:
- North American (Atlantic) Rounds: February 4-6, 2010, at the University of Maryland School of Law. Contact Jacqueline McNamara at jmcnamara@law.umaryland.edu
- International Finals: March 12-14, 2010, at Stetson University College of Law, Gulfport, Florida. Contact Royal C. Gardner at gardner@law.stetson.edu
