About the Committee

The International Transportation Committee (the "Committee") welcomes its members to the Committee's 2009-2010 program year and to all of the activities the Committee is planning for the coming months.

The Section of International Law (the "Section") reconstituted the Committee in 2004 in connection with a broad reorganization of the Section. The work of Committee members addresses a wide range of international transportation issues affecting the movement of goods by air, sea, road, rail or intermodal service. Committee projects and discussions, which are open to all Committee members, focus on both private and public international law as they relate to the global and local systems of laws, regulations and agreements governing international transportation.

The Committee seeks the participation of all of its members in addressing and implementing our activities for the future. Leadership of the Committee is carried on by a Steering Group. Membership on the Steering Group is open to all members of the Committee, and the Steering Group has become critically important to the Committee's main activities. Any member of the Committee wishing to participate in the development and presentation of our activities is invited to contact our 2009-2010 Co-Chairs Catherine Pawluch or Mark J. Andrews, or Vice-Chairs Lorry Halloway and Leendert Creyf. Their contact information appears below.

The Committee has executed and planned numerous activities for autumn 2009 and the first half of 2010, including the following:

  • Presentation of a "Showcase" program on maritime piracy on October 28, 2009, at the Section's fall meeting in Miami Beach, with co-sponsorship by the Section's Law of the Sea Committee. Kudos to Prof. Steven Snell, a past co-chair of our Committee, for spearheading this very well-attended program.
  • Co-sponsorship of a brown-bag lunch on "Export Controls and Sanctions - Responsibilities of Freight Forwarders," held in Washington, D.C. on October 7. The program was organized by the Section's Export Controls and Economic Sanctions Committee, and we expect to make the program materials available on our Committee's web site soon.
  • Participation with the Tort and Insurance Practice Section and the U.S. Maritime Law Association in preparing a Report and Recommendation for consideration by the ABA House of Delegates in February 2010, concerning the proposed Rotterdam Rules (see discussion below).
  • Lorry Halloway and Gerry Murphy of Crowell & Moring LLP have agreed to be the Committee's principal editors for the upcoming Year-in-Review 2009 edition of the Section's law review, The International Lawyer. Several Committee members have volunteered to author sections of the Committee's contribution. They are reminded that they will need to submit advanced drafts by Monday, November 16 to Lorry at lhalloway@crowell.com and Gerry at gmurphy@crowell.com. The submission deadline for the Committee's contribution is December 1.
  • The Committee expects to publish its next two e-newsletters in the first half of 2010. The newsletters will include articles by Committee members on current issues in international transportation law. Although we have identified several topics to be covered, there is room for more. Please contact our Committee Co-Chairs with your proposals.
  • We are working to schedule a Webcast in the spring to address the pending Convention on Contracts for the International Transportation of Goods Wholly or Partly by Sea (the "Rotterdam Rules"). For more information on the Rotterdam Rules, please visit the Web page of the United Nations Commission on International Trade Law linked under "UNCITRAL Rotterdam Rules" in the Committee Resources section of this Web page.
  • The Committee also has been asked to co-sponsor program proposals for next summer's ABA Annual Meeting (in San Francisco on August 5-7, 2009) and the Section's Spring Meeting (in New York City on April 13-17, 2009).

Watch the Committee's web page for updates on all these activities! And if you have ideas for additional programs or activities, please volunteer them - and volunteer your time. We need worker bees!

We want the Committee's work to be useful and pertinent - not only to our own Committee's membership, but also to the many other Section members whose professional activities involve international transportation issues from time to time.
