Mission

Assesses the need for Model Procurement Code coverage in areas currently addressed by legislation in a number of states, including provisions governing electronic transactions. Analyzes models for modernized procurement models specific to the special concerns of telephone and information technology acquisitions

Committee Activities

The Committee will meet via telephone conference on the second Wednesday of each month at 1 p.m. Eastern and that the Co-Chairs will distribute a call-in number via e-mail to those individuals who have expressed an interest in participating in the work of the Committee.

The next teleconference meeting of the IT Procurement Committee will be Wednesday, October 13, 2004 at 1 p.m. Eeastern.

The agenda for the teleconference meeting is as follows:

  • 1. Brief introduction of our guest speaker: Alan Chvotkin, Senior Vice President and Counsel, Professional Services Council. The Professional Services Council is a national trade association representing more than 160 companies that provide professional and technical services to the federal government. Mr. Chvotkin is a member of the Public Contract Law Section who has lectured on a wide range of acquisition policy matters affecting federal government contracting, including outsourcing initiatives. Mr. Chvotkin will brief us on the status of outsourcing and off-shoring legislation currently before Congress. Time permitting and and member interest desiring, Mr. Chvotkin will also provide an update on key IT and related procurement policy initiatives in Congress, including Sections 803 and 815 of the DoD Authorization Act.

  • 2. Update on planning for February 2005 CLE Teleconference Program Regarding State Purchases from GSA Schedules.

  • 3. Planning for possible additional CLE Program Regarding Outsourcing.

  • 4. Current status of state IT procurement reform.

  • 5. Assistance with State Law Database.

  • 6. Discussion regarding application of Section 508 of the Rehabilitation Act at the state level.

Anyone interested in IT procurement at the state and/or local level is invited to participate in the IT Procurement Committee and this teleconference meeting. We look forward to talking with those who have an interest.
