Committee Activities

With Section approval, the Committee initiated a project to write and publish a Manual for Pro Se Litigants Before the Federal Boards of Contract Appeals. A drafting task force was formed and has prepared a thorough manual with an appendix of forms. Before completing the document, the Committee sought and obtained comments from each of the Boards. The publication will soon be made available as a public service through the ABA website. Many Board Judges also expressed an interest in referring parties to the Manual as a reference.

Manual for Pro Se Litigants Before the Federal Boards of Contract Appeals
Provides a comprehensive introduction, in layman's terms, to procedures for litigating a contract dispute at the Federal Boards of Contract Appeals. While intended as a public service for contractors handling an appeal without a lawyer, the Manual is also a useful primer and reference for lawyers in the field. In addition to explaining procedures, it includes practice tips and an appendix of forms. 728K pdf document.
