Current Items of Interest

    On October 5, 1998, Congress passed the  Federal Activities Inventory Reform Act of 1998.  The Act requires federal agencies to annually publish a list of activities performed by Federal Government sources that may be eligible for contracting out to the private sector. To implement the Act, the Office of Management and Budget published Final Guidance on the implementation of the Federal Activities Inventory Reform Act on June 24, 1999.  The guidance, which amends Circular A-76 and the Supplemental Handbook, requires each Federal agency to publish a list of its commercial activities by June 30th of each year.  In accordance with the Act, interested parties may contest the items listed or not listed by filing an administrative appeal.
