Alan W. H. Gourley
Alan W. H. Gourley is a Partner in the Washington, D.C.
Office of the law firm of Crowell & Moring, LLP. He
graduated magna cum laude from Beloit College in 1977
and from the University of Virginia School of Law in 1981.

He is a member of Phi Beta Kappa. 
Mr. Gourley is a member of the District of Columbia Bar
and various bar associations including the Public Contract
Law, International and Litigation Sections of the American
Bar Association. He currently is the Chair, of the Judicial
Remedies Committee of the ABA Public Contract Law
Section. He is also active in the Federal Circuit Bar
Association and the Boards of Contract Appeals Bar
Association.

Mr. Gourley has represented and counseled clients in a
Number of government procurement areas, including issues
Related to International Marketing Practices, Arbitrations,
Foreign Military Sales, Defective Pricing, Changes, and
Claims. He has litigated cases before various agency
Boards of contract appeals, the Court of Federal Claims,
and various state and federal courts. He has also
represented clients in federal grand jury investigations and
Civil False Claims Act cases.
