Federal Procurement Division Committees
- Monitors, review and comments on issues and regulations concerning access to, and dissemination of, information in the context of government procurements, including issues relating to the Freedom of Information Act.
- Monitors and ccomments on issues and developments in the legislative, regulatory and disputes areas related to Cost Accounting Standards, cost allocation and allowability, Truth in Negotiations (defective pricing and exemptions from cost or pricing data requirements), and contract pricing generally.
- Identifies, analyzes and, where appropriate, comments upon the effectiveness of proposed acquisition reform measures and other innovative procurement policies and techniques.
- Conducts ongoing studies of the efficacy of the system for resolving bid protests within the federal government, including the agencies, the GAO, COFC and other judicial forums.
- Reviews and comments upon proposed legislation and regulations concerning federal procurement of commercial products and services, including GSA's multiple award schedule.
- Monitors and comments on regulatory, legislative, and case law developments relating to submission, processing, and adjudication
of contractor and government claims under government contract
disputes procedures, and before cognizant federal courts. Monitors events affecting the resolution of contract disputes before the cognizant federal courts.
- Reviews, analyzes and provides comments with respect to legislative
and regulatory measures relating to debarment and suspension of
contractors and individuals.
- Identifies short and long-term issues of significant interest to the Section as well
as emerging public procurement trends and policies and recommends whether such matters
should be referred to existing committees or addressed by ad hoc working groups. Includes Subcommittee
on the Year 2000.
- Identifies areas relating to public contract issues in health care law and monitors
the progress of legislative efforts to reform the health care system.
- Provides a forum for education and exchange of information between private international procurement sectors and the U.S. Government regarding international procurement and trade-related issues. Monitors, collects and disseminates information, and prepares comments regarding legislation, international agreements and regulations affecting international sales, purchases, trade, business alliances and operations.
- Monitors legislative developments on federal contract issues and
the status of legislation pending before Congress. Serves
as coordinator of Section communications on federal legislative
matters.
- Reviews monitors and comments on developments and issues in government efforts to transfer control or ownership of
government assets to private entities and to transfer activities performed by government
entities to private contractors. Addresses issues such as funding, contract terms and conditions,
remedies, and continuing government roles.
- Monitors the government's remedies, activities, and initiatives
relating to the investigation and prosecution of alleged fraud
by contractors, including voluntary disclosures and corporate
selfgovernance.
- Reviews and comments on developments related to ethics and
personal and organizational conflicts of interest, industrial security and secure contracting
- Monitors regulatory developments affecting federal procurement
in the Federal Acquisition Regulation (FAR) system or otherwise, includiong contract forms and clauses
and coordinates the Section's comments on proposed
regulatory changes.
- Monitors, reviews, and assesses regulatory and legislative developments
having an impact on the conduct of government-funded research
and development, and intellectual property rights.
- Monitors, reviews, and comments on issues and regulations related to small business
and socio-economic policies such as labor standards and affirmative action.
- Reviews, monitors and comments on developments relating to strategic alliances, teaming and subcontracting in connection with federal government procurement; drafts and implements model sets of terms and conditions consistent with the Federal Acquisition Regulation; reviews changes to the FAR; and updates approved models as required.
