Robert A Burton
Robert A. Burton is an Associate General Counsel with the Defense Logistics Agency (DLA), Ft. Belvoir, Virginia. Mr. Burton serves as legal advisor to the Defense Contract Management Command and is the DLA's Legal Representative to the Defense Acquisition Regulations (DAR) Council. He is a graduate of the College of William and Mary and the University of Virginia School of Law.
Karen L. Manos
Karen L. Manos is a partner in the law firm of Howrey Simon Arnold & White, LLP, where she is a member of the firm's Government & International Advocacy and Corporate -- Transactional practice groups. Her practice includes both litigation and counseling, and focuses on issues of cost allowability, defective pricing, the Cost Accounting Standards, contractor restructuring, ethics and compliance, the Service Contract Act, civil and criminal fraud investigations, and qui tam suits under the False Claims Act. In addition, she represents clients in complex corporate transactions and other commercial matters. United States Air Force Academy, B.S., distinguished graduate, 1981; Duke University School of Law, J.D., with highest honors, 1986. Member and Vice Chair of the Accounting, Cost & Pricing Committee since 1995; Fellow and past President of the San Francisco Bay Area Chapter of the National Contract Management Association; and Member of the Advisory Board of The Government Contractor.

Thomas P. Barletta
Thomas P. Barletta is a partner at Steptoe & Johnson LLP in Washington, D.C. He concentrates in procurement and health-care law and policy matters, including regulatory compliance and enforcement issues, cost allowability and cost accounting matters, internal investigations, and related litigation, including bid protests, disputes and civil False Claims Act actions. He is a member of the Section's Council and a past Chair of the Accounting, Cost and Pricing Committee.
Joseph A Barsalona
Joseph A. Barsalona is a member of the Government Contracts practice of the Corporate Finance, Recovery and Disputes Group of Price Waterhouse LLP. Mr. Barsalona is experienced with the body of rules, regulations and standards dealing with the costing and pricing of Government contracts. He is a Certified Public Accountant and holds a B.S. in Accounting from Fordham University.
Greg S. Bingham
Greg Bingham, is a Vice President with the national consulting firm
of Tucker Alan Inc. He provides consulting services in a variety
of areas including government contract and construction claims preparation
and litigation, contract terminations, and government contract compliance
matters. Mr. Bingham has assisted clients in negotiations and in
expert testimony in alternate dispute resolution proceedings and trial
before Boards and Courts. He holds a bachelor of science degree in electrical
engineering and a master of business administration degree.

Richard C Loeb
Richard C. Loeb is Executive Secretary and Counsel to the U.S. Cost Accounting Standards Board, Office of Federal Procurement Policy, Office of Management and Budget. Mr. Loeb lectures extensively on many aspects of the Federal contracting process, and is a member of the faculties of the George Washington University Law School Government Contracts Program and Federal Publications, Inc. Mr. Loeb serves on the Editorial Advisory Board of The Government Contractor, and is a regular columnist for The Procurement Lawyer magazine published by the American Bar Association.
Lynda Troutman O'Sullivan
Lynda O'Sullivan is a member of the law firm of Miller & Chevalier in Washington, D.C. Her practice includes both litigation and counseling; substantive areas of concentration include Cost Accounting Standards, cost allowability, defective pricing, claims, rights in technical data and computer software, and commercial item acquisitions. Georgetown University Law Center, J.D. 1978; member and Vice Chair of the Accounting, Cost & Pricing Committee since 1985.
Robert S Ryland
Robert S. Ryland is a partner at the law firm of Kirkland & Ellis. He has substantial experience in litigation, white collar defense and counseling in a variety of federal and state law issues arising under government contracts and subcontracts. Mr. Ryland has been a frequent lecturer to the National Contract Management Association and has prepared comments for the Public Contract Law Section on legislation and proposed regulations on government contract pricing, health care contracting, and environmental issues. Mr. Ryland received his Juris Doctor degree from the University of Chicago Law School.
John Michael Vogel
Mr. Vogel worked briefly for a private law firm in New York before joining the Air Force, where he worked for the Chief Trial Attorney as a Trial Lawyer from 1970 to 1974. In 1974 he joined the Office of General Counsel, Department of the Navy as a trial lawyer and worked on complex litigation until his departure in 1981. In January of 1981, Mr. Vogel joined the General Electric Company as Counsel for Spacecraft Operations and in July, 1985 was named as Counsel for GE Aerospace Group Compliance matters. In his capacity as Counsel for Compliance matters John helped to develop the Company's procedures to implement the corporate policy of compliance and self-disclosure to the Government. In 1990, he was given the position of Counsel, Management & Data Systems Operations, which became Martin Marietta Management & Data Systems after the merger of GE Aerospace Group with the Martin Marietta Corporation in April, 1993. In March, 1995, the Martin Marietta Corporation merged with Lockheed Corporation, forming Lockheed Martin. Mr. Vogel is now the General Counsel of Lockheed Martin Management & Data Systems.
He is a graduate of Occidental College (1966) and of NYU Law School (1969) where he was on the Root-Tilden Program. He has lectured on various subjects in the area of Government Contract Law, Intellectual Property Law and Ethics.
