Federal Procurement Division

Federal Procurement Division pclbar

Welcome to the home page for the ABA Section of Public Contract Law Federal Procurement Division.

The Federal Division's mission is to:

(1) formulate suggestions for improvements in federal procurement and grant law within its substantive committees for adoption by the Section Council;

(2) analyze federal procurement issues by tapping into the expertise and experience of Section members;

(3) provide a forum in which individuals can express their views concerning issues facing the federal procurement system;

(4) develop programs and materials on federal procurement; and

(5) maintain an active group of substantive committees that will:

(a) initiate for Council action suggestions for improvements in federal procurement and grant law, (b) prepare for Council action comments on proposed statutes and regulations relating to federal procurement and grant law, (c) keep the Section membership apprised of developing issues, (b) give committee members education and training, and (d) encourage meaningful dialog among participants in the federal procurement process that is divorced from the advocacy of a client's position but reflects the experience and perspective of individual committee members. The Federal Procurement Division committee's Mission Statements reflect this.

Federal Procurement Division Benefits:

In addition to the benefits all Section members enjoy, Federal Division members can, through Committee membership, have significant impact on the issues in federal procurement and grant law that the Section will address and how they will be addressed. Perhaps more importantly, active participation will allow them to exchange views with both lawyers and others on current issues in federal procurement without the need to advocate a client's position. This allows them to broaden their vision, to better understand the conflicting viewpoints (perhaps discovering that the conflicts are not quite so wide ranging) and ultimately to enable them to better represent clients. Committee work also keeps members apprized of developments in the committee's substantive area and to talk with others who have dealt with the same issues.
