The explosion of Information Technology (IT) in the past few years has revolutionized the way we live and work. It has also revolutionized the way Government agencies buy goods and services.

Studies show that 38% of the United States population age 16 and older are "online," a 100% increase in two years. The pace of change continues to accelerate at lightening speed and requires companies and individuals to think more "globally." Foremost among IT issues is the Y2K issue. As stated by John Phelps of the Gartner Group: "There are three certainties in life: death, taxes and the Year 2000."

We need to understand how to adapt current legal theories and principles to the changing environment or to create new theories in order to undertake the challenges resulting from these IT phenomena.

This program is intended to challenge you to respond to the changing environment and will focus on cross-disciplinary issues such as:

* The Internet: How has this phenomenon changed the legal landscape? What are the emerging issues in this area? How do the traditional concepts of "privacy rights" and "attorney client privilege" apply in this ever-changing environment?

* Year 2K: What are the ramifications to contractors of Y2K issues? How can we plan for and address the issues before January 1, 2000?

* State and Local IT: How are state procurement rules and regulations adapting to the changing environment? What are the critical terms and conditions in state IT procurement? Are there any "lessons learned" in outsourcing of welfare and child support functions?

* The Global IT Market: What is the impact on privacy and employment areas as economies become more global and "boundary less" due to IT advances?

SECTION COUNCIL MEETING

On Saturday, May 22, from 9:00 a.m. to 1:00 p.m., at the Doubletree La Posada Resort, the Council of the Section of Public Contract Law will meet in open session to discuss issues of current importance to government contracts practitioners. All members and registrants for the Friday program are welcome.

CLE CREDIT

Accreditation has been requested for this program from every state (including California and Pennsylvania) with mandatory continuing legal education (MCLE) requirements for lawyers. Please be aware that each state has its own rules and regulations, including its definition of "CLE." Attorneys seeking to obtain MCLE credit in Pennsylvania are required to pay state accreditation fees directly to the PACLE. Please be prepared to remit payment to the PACLE ($2.00 per credit hour or any portion thereof) after the program. Certificates of attendance will be available at the conclusion of the program for both attendees and speakers. If you have questions about the number of credit hours granted by each state, you may call 312-988-6217, starting 2 to 3 weeks before the program.

 

CANCELLATION POLICY

Requests for refund must be made in writing and received in the Section of Public Contract Law's office on or before May 14, 1999. Refund requests received after May 4 will be reduced by a $25.00 administrative fee. Substitutions may be made at any time.

If you complete a registration form and fax it to the Section office, the transaction is considered a firm commitment and you will be expected to pay the registration fee even if circumstances prevent you from attending the conference.

NO Refunds will be made after May 14, 1999.

Doubletree La Posada Resort, at 4949 East Lincoln Drive in Scottsdale, is set on 32 acres of lush desert landscape in the foothills of Camelback Mountain. Doubletree La Posada is conveniently located 12 miles from Sky Harbor International Airport and is just a trolley car ride from dining, entertainment and fine dining. Room rates at Doubletree La Posada are $147, single or double, plus 10.67% tax per room per night. The elegantly appointed guest rooms offer semi-private patios and amenities which include personal refrigerators, in-room coffee makers, honor bars, hair dryers and full-size ironing boards and irons. Four cascading waterfalls feed a half-acre Lagoon swimming pool. Under the waterfalls is a spa complete with in-house masseuse, weight room and sauna.
