Tax Increment Financing (TIF), Business Improvement Districts (BID), and other incentive vehicles are invaluable tools for municipalities and developers in enabling revitalization where it otherwise would be impossible. However, what are the limitations on, and detriments of, municipal use of such vehicles?

  • When is it appropriate to use TIF dollars for a private development?
  • What criteria should be applied to determine if a public purpose is met? Are there special problems with “showcase” projects?
  • How do we draw the line between BID functions and those that should be left to government?
