Statistics suggest that the rate of suicide attempts among attorneys and their clients is increasing as the effects of the recession widen. In May of 2009, President Barack Obama signed the Credit Card Accountability, Responsibility and Disclosure Act (dubbed CARD) into law. Most of its provisions went into effect in February, 2010. CARD outlawed a number of practices that credit card companies have used in the past including double-cycle billing; which resulted in higher fees for people who carry a balance; universal default provisions, which triggered higher rates if a customer had a late payment to any creditor; and interest rate hikes on accounts with fixed rates. The act also included tighter regulations on what banks must disclose, increased payment due dates from 14 to 21 days, imposed restrictions on some fees, and required card holders 21 and under to have co-signers.
