    • United States Senate Bill 1429 (July 20, 2005) -- On July 20, 2005, Senator Murray from Washington state and Senator DeWine from Ohio introduced this bill to amend the Higher Education Act to help young people who are homeless and/or in foster care achieve their dreams of entering and completing college.     • Arkansas House Bill 1710 (2005 Regular Session) -- This Act is meant to ensure the continuity of educational services for children in foster care. Transfer and enrollment issues, Foster care

    • Maryland Senate Bill 426 (April 6, 2005) -- On April 6, 2005, the Maryland State Legislature passed a statute that requires educational records to be transferred within five (5) school days for any child in agency care that changes to a new school.     • United States House Bill 2508 (May 19, 2005) - Representative Miller of California introduced this bill to amend the Higher Education Act of 1965 to improve the ability of foster care youths to attend and succeed in higher education. The Act provides grants to public and private institutions of higher education to provide recruitment, technical assistance and supportive services such as mentoring, tutoring and academic and financial aid counseling, to assist youths who have been in foster care attend and succeed in college. Specifically, the bill will help youths who have been in foster care access financial assistance by simplifying the financial aid process, assisting with applications, and broadening the definition of "independent" student to include those youth who have emancipated from the foster care system and those in legal guardianship. The bill requires that the education support services for foster youth provided under this program coordinate with existing foster care and education support programs such as the Chafee Foster Care Independence Program, TRIO and GEAR UP. The bill also provides grants to colleges to ensure that these youths living in dormitories have access to housing during periods of dormitory closing (excluding summer break). The Bill is currently in the House Committee on Education and the Workforce.

    • Federal Youth Coordination Act Introduced. (February 16, 2005) -- Rep. Tom Osborne (R-NE) and Sen. Norm Coleman (R-MN) introduced bipartisan legislation, the Federal Youth Coordination Act, to coordinate and improve federal youth serving programs. Original co-sponsors of the bill include Representatives Peter Hoekstra (R-MI), Harold Ford (D-TN), Donald Payne (D-NJ) and Senators Lamar Alexander (R-TN) and Mike DeWine (R-OH). This bill was drafted in partnership with member agencies of the National Collaboration for Youth in response to a report issued by the White House Task Force for Disadvantaged Youth, which describes the current federal response to the needs of youth as lacking in focus and recommends the evaluation, coordination and improvement of federal youth-serving programs. The Act will establish a Federal Youth Development Council to improve communication among federal agencies serving youth, assess their needs, set goals for helping them and establish best practices for improving services.


    • Virginia Senate Bill No. 1006 (2005 Session) -- Requires that when a student has been placed in foster care and the agency cannot produced required enrollment documents, the student must be enrolled immediately, and there must be a written statement that includes the student's age, compliance with notice requirements, and that the student is healthy. Within 72 hours of placement, the agency must notify the principal of the school the student will enroll in and the superintendant. Transfer and enrollment issues, Foster Care

      • Social Worker Traning Evaluation (JustChildren, October 2004) -- JustChildren sponsors a training intervention aimed at educating Social Service professionals regarding the legal rights of children under their care. A base-line test of knowledge given before each training session is used in conjunction with an electronic follow-up survey to test participant learning. Results indicate significant increases in participant knowledge of the target material and widespread approval for the JustChildren program over time. Results from the second year of the training program indicate comparable successes to those achieved throughout year one.
