Staff
Alisa Santucci, M.S. is the Assistant to the Director for the Center for Children on the Law supporting the ABA Commission on Youth at Risk and conducts research, training and technical assistance evaluating close-circuit television and recording technology. She has extensive experience in working with the child welfare system as a practitioner as well as developing and implementing program and policy initiatives.
Andrea Khoury , J.D., is a Center attorney working in the areas of child welfare, implementation of federal legislation, and court improvement.She has extensive experience in representing children in child abuse and neglect proceedings.
Anne Marie Lancour, M.A.T., J.D., Director of State Projects, is a national expert on child abuse and neglect, termination of parental rights, adoption, and foster care. She directs the Center's Permanency Barriers Projects and Trial Skill Program, produces teletrainings, drafts legal manuals, and trains on a variety of child welfare topics.
Charles Teague, B.A., Administrative Assistant, assists staff on the Center’s Permanency Barriers Projects, Legal Education, and the National Child Welfare Resource Center. He is the Center’s Subscription Coordinator for the Child Law Practice.
Claire Chiamulera, B.A., Editor, edits the Center's monthly ABA Child Law Practice, CLP Online, Center books, training manuals, and other publications. She has expertise in writing, editing, graphic design, and print and online publishing of written materials covering a wide range of child welfare issues.
Darlene Cleveland, is the Center's Administrator.
David P. Kelly, J.D., M.A., Assistant Staff Director, joined the Center from the New Jersey Office of the Child Advocate where he investigated state agency responses to allegations of child abuse and neglect and worked to improve conditions and services for kids in the juvenile justice and child welfare systems. David also served as an attorney for Covenant House New Jersey in Newark and Atlantic City, representing homeless and at-risk youth in civil and criminal matters and managing the shelter's clinical services.
Debra Jenkins, J.D., Assistant Staff Director, works on the Center's Barriers to Permanency Project. She has extensive experience in handling child abuse and neglect proceedings and has joined our staff after representing the Department of Human Services in Philadelphia, Pennsylvania.
Eva J. Klain, J.D., Director, Child and Adolescent Health, works on improving understanding of the health issues faced by children and youth involved in the court system. She also works on dependency court reform efforts and child sexual exploitation issues, including statutory rape, the prostitution of children, child sex tourism, child pornography and other crimes against children.
Heidi Redlich Epstein, J.D., M.S.W., Assistant Director of State Projects, develops and helps jurisdictions implement reforms and conducts training on barriers to achieving permanency for children in foster care. She also helps child welfare attorneys improve their trial skills at trainings throughout the country.
Howard Davidson, J.D., the Center's Director, has worked in the field of child welfare law since 1974. He is the author or co-author of many books and articles on child protection related legal issues.
Jennifer L. Renne, J.D., Assistant Director, Resource Center on Legal and Judicial Issues, focuses her work on child welfare, legal representation, and court improvement issues. She has extensive experience representing abused and neglected children.
Jessica Kendall, J.D., Assistant Staff Director, focuses her work on youth in the child welfare system, status offense system and youth placed in private boot camp or residential treatment facilities. She has previous experience representing abused and neglected children in the District of Columbia.
Kathleen McNaught, J.D., Assistant Director, working in the areas of child welfare, implementation of federal legislation, and educational issues for foster children. She has extensive experience representing both children and parents in child abuse/neglect proceedings as well as advocating for families in educational matters.
Kristin Kelly , J.D., is a Center attorney working in the areas of child welfare, implementation of federal legislation, and court improvement. She focuses her time on the Barriers to Permanency Project and the National Child Welfare Resource Center.
Lisa Pilnik, J.D., M.S., Staff Attorney, works on child and adolescent health issues as well as issues relating to juvenile status offenders and father involvement in the child welfare system.
Mark Hardin, J.D., Director, Child Welfare, works on child welfare and child maltreatment issues, recently focusing on court improvement and implementation of federal child welfare legislation. His books, monographs, and articles address a wide range of child welfare issues.
Mimi Laver, J.D., Director, Legal Education, focuses her work on helping states improve permanency outcomes for children, and on legal representation of parties in dependency cases, the theme of her book: Foundations for Success: Strengthening Your Agency Attorney Office and of the Standards of Practice for Attorneys Representing Parents in Abuse and Neglect Cases that she drafted. Additionally, Mimi directs the Opening Doors Project which provides tools to judges and advocates to improve practice related to lesbian, gay, bisexual, transgender and questioning (LGBTQ) youth in foster care.
Patchanan Owen, M.A., Technology Manager, has extensive experience in developing online communication strategies for the Center's projects. She also manages and enhances the functionality and appearance of the Center's web sites, CLP online database, and handles all the technology needs of the Center. She has previous worked for the Human Resources Department of the Vice President Office at the World Bank Group and maintained and developed the Human Resources Department websites.
Robert Horowitz, J.D., Associate Director, specializes in issues related to child abuse and neglect, adoption, substance abuse, and liability of social service agencies.
Sally Small Inada, M.A., Information Design Director, writes, edits, and produces on-line and print materials including books, manuals, and curricula; she runs focus groups, usability tests, conferences, teletrainings, direct mail and marketing campaigns, and periodical circulation.
Scott Trowbridge, J.D., is a Center attorney working primarily on the Barriers to Permanency Project and the National Child Welfare Resource Center. Prior to law school and joining the Center, Scott was a regional supervisor for the State of Tennessee’s adoption program placing abused and neglected children into permanent homes. He was also previously a case worker in foster care, juvenile justice, and adoptions.
Shante Bullock, is the Project Administrator for the Center's National Child Welfare Resource Center on Legal and Judicial Issues.
Sharon G. Elstein, M.S., Senior Research Associate, conducts research to understand, assess, and evaluate civil and criminal justice system processes and responses to child maltreatment.
