ADMINISTRATIVE & REGULATORY LAW NEWSMember News The Section is deeply saddened to report that David Woodward, Co-Chair of the Annual Meeting Committee, Section Liaison to the Business Law Section, former Chair of the Insurance Committee, and former Council Member, died of a heart attack on August 4. A magna cum laude graduate from the University of Michigan Law School, where he was an editor of the law review, David was a partner at LeBoeuf, Lamb, Greene & MacRae in Washington, D.C., where he specialized in insurance law. David and his lovely wife Kathleen were regular participants at Section events, and we wish to offer his family sincere condolences on their loss. Beginning in August, Professor David Markell of Albany Law School will be taking a 2-year leave of absence to move to Montreal to join the North American Commission for Environmental Cooperation (CEC), created pursuant to the North American Free Trade Agreement. He will be heading up the CEC's Article 14 unit, which reviews and evaluates citizen submissions alleging that one of the three countries (U.S., Canada, or Mexico) is failing to enforce its environmental laws effectively. Milton M. Carrow, Professor of Public Policy at George Washington University and former Section Chair, together with Professors Robert Paul Churchill and Joseph J. Cordes, have edited a new book, Democracy, Social Values, and Public Policy, published by Praeger Publishers. The theme of the book is that democratic ideals are not simply the product of legal instruments like the Constitution and Bill of Rights, but are rooted in particular social values, and those social values are determined is a complex cultural, legal, and political process. Jack L. B. Gohn, partner at Gohn, Hankey & Stichel, LLP in Baltimore and Towson, Maryland, and editor of the Newsletter of the Administrative Law Section of the Maryland State Bar Association, has recently revised his chapter on administrative law in the Practice Manual for the Maryland Lawyer, published by the Maryland Institute for the Continuing Professional Education of Lawyers. He continues to concentrate his practice in assisting clients in interactions with state and local government agencies. Daniel E. Troy of Wiley, Rein & Fielding, published an article in the National Review in August arguing that President Clinton has violated his oath to uphold the Constitution in at least five different contexts. In addition, he testified before the Subcommittee on Commercial and Administrative Law concerning the Regulatory Fair Warning Act of 1998. His testimony focused on the moral basis for the proposed legislation and how it would promote market efficiency.
