Problems with ALJ Register
Earlier this year, the Office of Personnel Management conducted
a review of the scoring of applicants for the Register, from which
persons are selected for appointment as Administrative Law Judges.
This review apparently was initially undertaken as a result of
finding irregularities in certain OPM documents, which resulted
in the forced retirement of the Director of the Administrative
Law Judges Office. The initial review, however, indicated a possible
lack of consistency in the grading of applicants, unrelated to
the alleged irregularities, stemming from the different backgrounds
and disciplines of different groups of raters. As a result, OPM
froze new appointments from the Register until the scores could
be validated or rescored. This activity, including applying the
new scoring to current applicants to the Register, was currently
ongoing when the News was going to press. Moreover, related to
this activity, OPM abolished the separate Office of Administrative
Law Judges, bringing its personnel and functions under the Washington
Service Center of OPM.
