Section Nominations for 1996-97
Note: Since this article was first published, the individual nominees were elected to or succeeded to the positions for which they were nominated.
James T. O'Reilly, chosen last year as Chair-Elect,
will automatically assume the position of Chair. Mr. O'Reilly
is Associate General Counsel for the Proctor & Gamble Company
and an adjunct professor at the University of Cincinnati School
of Law. A prolific scholar, Mr. O'Reilly has also been extraordinarily
active in the Section, serving as a Council Member, chair of the
Membership Committee, chair of the Consumer Product Regulation
Committee, liaison to the ABA Committee on AIDS, and associate
editor of the Administrative Law Review.
Warren Belmar, chosen last year as Vice-Chair,
will automatically assume the position of Chair-Elect. Mr. Belmar
is a partner at Fulbright & Jaworski L.L.P. in its Washington,
D.C. office. He is the partner-in-charge of the Washington Office's
Legislative and Government Affairs practice. In addition to having
served as a Council Member from 1983-86 and Budget Officer from
1990-94, his active involvement in the Section spans two decades,
starting with service as Vice-Chair of the Wage & Price Controls
Committee in 1973. More recently he has chaired the Banking,
Currency and Treasury Committee (1986-92) and the Financial Services
Committee (1992-96). Mr. Belmar was a member of the Administrative
Conference of the United States, where he served as Chair of the
Judicial Review Committee. He is a member of the American Law
Institute.
Ronald Cass, dean of Boston University School of
Law and Melville Madison Bigelow Professor of Law, is nominated
for Vice-Chair. He is a former Vice-Chair of the United States
International Trade Commission. A co-author of one of the leading
administrative law casebooks, Dean Cass served on the Administrative
Conference of the United States and is a member of the American
Law Institute and an adjunct scholar at the American Enterprise
Institute. Dean Cass has also been a member of the Section's
Council (1993-95) and served on the ABA committee to review the
law school accreditation process.
Theodore Olson is nominated to be one of the Section's
Delegates to the ABA's House of Delegates. Mr. Olson is a partner
in the Washington, D.C. office of Gibson, Dunn & Crutcher.
Mr. Olson has served on the Council (1991-94). A former Assistant
Attorney General for the Office of Legal Counsel in the United
States Department of Justice, Mr. Olson was also a member of the
Administrative Conference of the United States.
H. Russell Frisby, Jr. is nominated to be the Budget
Officer. Mr. Frisby is the Chair of the Maryland Public Service
Commission. Prior to his appointment to the Commission, Mr. Frisby
was a partner in the law firm of Venable, Baetjer and Howard,
where he specialized in the areas of corporate, public finance,
and regulatory/telecommunications law. Mr. Frisby was the founding
Chair of the Baltimore City Chamber of Commerce. Mr. Frisby has
previously practiced at Melnicove, Kaufman, Weiner & Smouse
and Weil, Gotshal & Manges. He also was employed by the Federal
Communications Commission, first as a staff member and later as
Legal Assistant to a Commissioner. Mr. Frisby has been Assistant
Budget Officer, Co-Chair of the Section's Communications Committee
and Vice-Chair of the Section's Ratemaking Committee. He was
Secretary of the ABA's Conference on Minority Partners in Majority/Corporate
Law Firms. He is also a Fellow of the American Bar Foundation.
Professor Sidney A. Shapiro is nominated for Section
Secretary. Professor Shapiro is the John M. Rounds Professor
of Law at the University of Kansas. He teaches Administrative
Law, Regulatory Law & Policy, the Public Policy Clinic, and
the Legislative Clinic. He is the author of Administrative Law
& Process (2d ed. 1992) (with Richard Pierce & Paul Verkuil),
Regulatory Law & Policy (1993) (with Joe Tomain) and Workers
At Risk: The Failed Promise of the Occupational Safety and Health
Administration 1993). Professor Shapiro is a graduate of the
University of Pennsylvania School of Law. Professor Shapiro was
Chair of the Section's Rulemaking Committee for a number of years.
The following are nominated for positions on the Section's Council.
Susan Braden, who has been filling an unexpired
term on the Council, is nominated for a full three year position.
Ms. Braden is a partner with the Washington, D.C. firm of Ingersoll
and Bloch, Chartered, where she specializes in antitrust law.
She has been Chair of the Section's Antitrust, Competition and
Trade Regulation Committee for a number of years as well as serving
as the Section's liaison to the National Association of Attorneys
General.
Christine Franklin is a partner with the Los Angeles
firm of Thelen, Marrin, Johnson & Bridges, where she has specializes
in commercial litigation. Ms. Franklin has been Chair of the
Section's Membership Committee and Vice Chair of the Financial
Services Committee, the Insurance Committee, the Management and
Planning Committee, and the Publications Committee. From 1979
to 1986 Ms. Franklin was a Deputy Attorney General for the State
of California.
James O. Neet, Jr., is a partner with the Kansas
City firm of Shook, Hardy & Bacon, P.C., where he specializes
in environmental law. Until 1989, Mr. Neet was Regional Counsel
of the U.S. Environmental Protection Agency's Region VI office
in Dallas, Texas. Mr. Neet has been Chair of the Section's Environmental
Regulations Committee.
Ronald Wright is a professor at Wake Forest Law
School, where he teaches administrative law and criminal law
subjects. Professor Wright previously was a trial attorney with
the Antitrust Division of the United States Department of Justice.
Professor Wright has served as Chair of the Scholarship Award
Committee, Vice Chair of the Section's Government Organization
and Separation of Powers Committee, and as a reporter for the
ABA's Committee for Congressional Processes.
The following have been recommended to the Chair for appointive
positions on the Council.
For State Administrative Law -- David Cardwell
is currently serving as the Council Member for State Administrative
Law. Mr. Cardwell is a partner in the Orlando office of Holland
& Knight and is a member of the ABA's House of Delegates,
a former Section Council Member, a former Chair of the State and
Local Government Law Section, and a former Member of the ABA's
Board of Governors.
From the Judiciary -- Judge Judith Rogers is currently
serving as the Council Member from the Judiciary. Judge Rogers
was appointed to the U.S. Court of Appeals for the D.C. Circuit
by President Clinton in 1994. Before that she was an Associate,
then Chief, Judge of the District of Columbia Court of Appeals
since 1983. Prior to ascending to the bench, Judge Rogers was
Corporation Counsel for the District of Columbia from 1979-83.
From Federal Government Service -- Thomas Griffith
is the Senate Legal Counsel, a position he has held since October
1995. Previously, he was Deputy Senate Legal Counsel. Mr. Griffith
came to the Senate Legal Counsel's office from the Charlotte,
North Carolina firm, Robinson, Bradshaw & Hinson.
