2004 Mary C. Lawton Outstanding Government Service Award
The Lawton Award honors one individual’s outstanding contributions to the development, implementation, or improvement of administrative law and regulatory practice that reflects sustained excellence in performance. The 2004 recipient is Thomas Spahr, Chief Legal Counsel, Child Support Enforcement Division, Human Services Department, State of New Mexico (Retired).

Award for Scholarship in Administrative Law
The Section’s Award for Scholarship in Administrative Law goes to Steven Croley, Professor and Associate Dean for Academic Affairs at the University of Michigan Law School. Mr. Croley’s article,"White House Review of Agency Rulemaking: An Empirical Investigation," 70 U.Chi. L. Rev. 821-885 (2003) was deemed by the Scholarship Award Committee to be one of the most informative and interesting pieces of scholarship in administrative law produced in 2003.
