the Section Chair....
As
we move into the New Year, the Ad Law Section is busier than ever. Aside
from the timely reminder about the upcoming Midyear meeting packed with
CLE and social events, in this issue of the Express you'll read about
a full array of exciting Section programs and activities already scheduled
for the coming weeks. Other matters of interest, such as new web pages
and books, are also highlighted.
Please
continue to participate in our activities. And don't hesitate to contact
me if can be of help, or if you would like to get involved.

| Midyear
Meeting Quickly Approaching
There
is still time to make plans to attend the Section's
Midyear Meeting, which is
held in conjunction with the ABA Midyear Meeting in
Salt Lake City, Utah. The Administrative
Law Section will meet from Friday, February 11 through
Sunday, February 13 at the Little America Hotel.
Some highlights of the meeting include panels
on the Clean Air Act and agency rulemaking, a joint
program with the International Law Section on the
European Union, and our Section Dinner featuring The
Honorable Christine Durham, Chief Justice of the Utah
Supreme Court.

| First
Annual Administrative Law and Regulatory Practice
Institute Announced
Under
the leadership of Jack Young, an outstanding faculty
has been assembled for the Section’s first
Annual Administrative Law and Regulatory
Practice Institute including
Dean Richard J. Pierce, Jr., author of the leading
text, The Administrative Law Treatise. Richard E.
Wiley, managing partner at Wiley Rein & Fielding
and former FCC Chairman, will deliver a keynote
lecture. The
Institute’s focus is Making Agency Law
Through Rulemaking, and it features case studies,
panel presentations, and lectures that will provide
attendees with a thorough understanding of all aspects
of the rulemaking process and help them to develop
winning strategies. The program will
be held April 7-8 at the Renaissance Hotel in Washington,

ABA Begins Appointment
Process for 2005-2006
ABA
President-Elect Michael Greco has announced that
he is now accepting nominations to serve on ABA
Standing and Special Committees and Commissions.
Any member of the Section interested in being nominated
to an ABA Committee or Commission should contact
Section Chair-Elect Eleanor Kinney: ekinney@iupui.edu
or Section Director Kim Knight: knightk@staff.abanet.org . The deadline for
submitting nominations is March 1, 2005.
Interstate Compacts and EU Administrative
Law Projects Launch Web Pages
The
Section’s major projects examining administrative
law issues relating to Interstate
Compacts and the European
Union have assembled web pages allowing members
to review white papers and other materials on various
aspects of the projects. Go to these sites to keep
up with the progress of these projects.

Upcoming Programs
February
2 – Our “Meet the General Counsels”
series rolls on with Ann Klee, General Counsel of the Environmental
Protection Agency. The Section of Environment, Energy
and Resources has signed on as a program co-sponsor.
Teleconference participation is available.
February
23 – The Regulatory Policy Committee will present
a timely program on OMB's newly-released Final Peer
Review Bulletin. The program features John Graham, Administrator,
OMB Office of Information and Regulatory Affairs. Teleconference
participation is available.
March
16 - The Homeland Security Committee will present a program
on Implementing the new ‘Information Sharing Environment’
for Sharing Terrorism Information, with speakers from
the CIA, the Markle Foundation, the House Government Reform
Committee, and National Archives and Records Administration.
Materials for the program include a white paper recently
authored by program moderator Jamie Conrad. Teleconference
participation is available.

Books from the Ad Law Section
The Section's
latest title, A Guide to Judicial and Political Review
of Federal Agencies, can now be pre-ordered. Expect copies to hit the
shelf in January 2005.
The
Blackletter Statement of Federal Administrative Law
is quickly becoming a best-seller. Get your copy while supplies last.
At just $9.95 it offers a comprehensive guide to federal
administrative procedure.
The
2003-2004 edition of the Developments in Administrative
Law and Regulatory Practice volume, once again edited
by Jeffrey Lubbers, is near completion. This 500+ page book,
largely written by our Committee members, is mailed to each
lawyer member of the Section at no charge. Please take a moment
to be sure you have paid your Section dues for 2004-2005
because the book will only be mailed to those who have renewed
their Section membership. If you have questions
