Wave of the Future: e-Rulemaking
The age of e-rulemaking is upon us—many agencies now
solicit e-mail comments in rulemaking, and many of these comments
are uploaded onto agency Web sites for all to see. In 1994 the
Office of the Federal Register led the way by making the daily
Federal Register and the Code of Federal Regulations available
online for free. Agencies followed by making their Web sites increasingly
informative and sophisticated. Some agencies now maintain listservs
for people to join for announcements of regulatory actions. Even
more dramatically, government-wide Internet portals have been established,
which allow the public to search for government documents generally
and to file comments on a pending rule.
