Dr. Caine serves as Director of the Marion County Health Department and is Chief of the Infectious Diseases Section of the National Medical Association. She also serves on the Centers for Disease Control and Prevention (CDC) Managed Care Working Group and on the Institute of Medicine Committee on the Prevention and Control of Sexually Transmitted Diseases.
David R. Holtgrave, Ph.D.

Dr. Holtgrave's research has focused on the effectiveness and cost-effectiveness of a variety of HIV prevention interventions, and the relationship of the findings of these studies to HIV prevention policy making. He has served on an Institute of Medicine panel charged with recommending methods to improve the public financing and delivery of HIV care in the United States. He also has investigated the relationship between social capital measures, infectious disease rates, and risk behavior prevalence. He has worked extensively on HIV prevention community planning, and has served as a member of the Wisconsin HIV Prevention Community Planning group.
Jeffrey T. Schouten, M.D., J.D.

Dr. Schouten was a board-certified general surgeon who specialized in surgical oncology. From 1982 to 1986 he was a member of the surgical facility at University of Texas Southwestern Medical School and then was head of the general surgery division for Kaiser Permanente, Honolulu, Hawaii, from 1986 to 1989. Since 1989 he has been on permanent disability due to HIV infection. Currently he is an assistant Professor of Surgery at the University of Washington and specializes in HIV medicine. He works as a primary care physician at Harborview Medical Center's Madison Clinic.
